Research On Rural Modernization Under The Background Of Rural Revitalization Strategy

The Third Plenary Session of the 18 th CPC Central Committee proposed for the first time the "national governance system and modernization of governance capacity".The issue of governance modernization has become the primary goal of comprehensively deepening reform.Rural social governance is an important part of the modernization of the national governance system and governance capacity.With the implementation of China’s rural revitalization strategy and the advancement of urbanization,the rural economy has developed greatly,but the current rural governance has also exposed some problems.How to carry out effective governance of the village is related to whether the village can make more progress and affect the improvement of the quality of life of the villagers.At the same time,the modernization of rural governance is also one of the important links in rural revitalization.Any governance innovation can not be separated from historical culture and existing governance models.This paper firstly compares the recent changes in rural governance in China and expounds the current situation of rural governance in China,and analyzes the demands of rural social reform on the modernization of rural governance.The impact has been found in China’s rural governance process,the single subject of governance,the ability to be unskilled,and other issues,and at the same time found conflicts caused by the imbalance of urban and rural resources in the governance process.By studying the data of population,resources and education level,it analyzes the problems of rural resource waste,manpower loss and governance subject,and pays attention to the advanced development experience at home and abroad,and conducts a study on countries with special characteristics such as the United States and Japan.The analysis of the series found that they supported the government’s control and infrastructure construction in rural governance.Through the comparison of the experience of developed countries and the thinking of China’s traditional rural governance model,based on rural revitalization,the author put forward his own views.First of all,starting from the prosperity of the industry,coordinating the development of three types of industries,providing economic foundation for the rural areas,and vigorously promoting cultural construction,strengthening the traditional system of the rule of virtue,improving relevant laws,allowing governance to be legally compliant,and finally exerting the initiative of the village itself.A proposal to combine morality,rule of law,and autonomy.Adapt to the trend of the times,rationally solve the new dilemma of rural governance,provide overall ideas and specific measures for the modernization of rural governance,and contribute to the modernization of national governance.
