| During the 13 th Five-Year Plan period,Fujian Province carried out and implemented the important instructions put forward by General Secretary Xi for the development and construction of expressways in this critical period.At present,we should make every effort to accelerate the development of Expressway transportation,and put forward the Development Essentials of "more flexible mechanism,better quality industry and more beautiful ecological environment".Ask.Highway traffic management plays an important role in the development and construction of transportation.Especially,administrative law enforcement personnel play an important role in responsibility and mission.Improving the level and ability of administrative law enforcement will not only help to promote people’s livelihood,but also contribute to traffic safety and ensure people’s livelihood.As an important part of health and safety,it is an urgent and important task to build a high-speed traffic police force with high quality,strong legal awareness and standardized system.This paper starts from the relevant theories of high-speed traffic police law enforcement,especially the problems and shortcomings in the process of high-speed traffic police law enforcement since the 19 th National Congress of the CPC,and actively analyses the reasons,and strives to find out the methods and countermeasures.After defining the definition of high-speed traffic police law enforcement standardization,this paper analyses the reality and necessity of Fujian high-speed traffic police law enforcement standardization.Then,by consulting the relevant laws and supervision status of high-speed traffic police administrative law enforcement,and analyzing the current cases of high-speed traffic police law enforcement,it is determined that there are many problems and causes in the standardization of high-speed traffic police law enforcement in Fujian Province,such as poor quality of law enforcement,high cost of law enforcement and irregular law enforcement procedures.Lack of transparency and supervision of law enforcement.Then,through the analysis of the actual situation of law enforcement of high-speed traffic police,and on the basis of drawing lessons from the advanced experience in law enforcement of American expressways,German expressways,other developed countries and foreign expressways,this paper focuses on speeding up the system construction,improving the supervision mechanism,strengthening the construction of law enforcement subjects and strengthening them.The standardization of law enforcement should be guaranteed by "both external and internal repairs",and efforts should be made to improve the law enforcement level of high-speed traffic police,ensure the safety and smoothness of highway traffic,and serve the sound and rapid development of economy and society. |
