Departmental Cooperation Research In The Construction Of Quanzhou Urban Safety Information System Project

With the progress of society and the rapid development of the market economy,the social division of labor has become more and more detailed,and the objects of social management have become increasingly complex and diverse.In today's society,no government department can complete and solve public affairs independently,so it must be done in cooperation with its related departments.How to strengthen coordination and cooperation between departments,establish an institutionalized departmental cooperation system,improve work efficiency,and reduce administrative costs is a long-term difficulty.Therefore,it is extremely urgent to study the cooperation of departments in depth.Since 2012,Quanzhou Public Security Bureau has carried out the construction of the seven-phase urban safety information system project,which is included in the Municipal Party Committee and Municipal Government for private practical projects every year.The construction time of each period is very urgent.The project links are numerous and complex,involving a wide range of units,and are often affected by various communication and coordination issues,affecting the construction progress.This paper selects the department cooperation practice in the construction of Quanzhou city safety information system project as a case,and uses resource dependence as the analysis framework to analyze the construction units,network operators and municipalities of Quanzhou Public Security Organs in the construction of urban safety information system projects.Different units and leading units such as electric power – the level of resource dependence of public security organs,the departmental cooperation is divided into four types: active cooperation,loose cooperation,non-cooperation and forced cooperation.The specific behaviors of different departments under the four cooperation modes are analyzed.Furthermore,it was found that the impact of construction was due to three problems: imperfect mechanism construction,imperfect organizational construction,and inconsistent cognitive and trust levels.The reasons for the problems are the three constraints of the traditional administrative system,the influence of administrative concepts,and the uneven benefits of the departments.Finally,from the three aspects of deepening the construction of departmental cooperation mechanism,improving organizational construction,and building departmental cooperation culture,we propose some measures to optimize departmental cooperation and improve cooperation efficiency from a personal perspective.
