The development of society has increased the demand of public services,prompting the government to reform public service.Social organization plays an important part in the field.Affected by the reality factors,we has formed many types of social organizations,among which the Government-run social organization is a unique one.With the advancement of China’s administrative system reform,Government and Government-run social organizations are required to build a cooperative relationship.Therefore,this paper selects two cases in Beijing,through the analysis of the situation of the two Government-run social organizations in the purchase of public services,and based on the resource dependence theory,analyzes the relationship.It is found that the two organizations are currently a cooperative and dependent relationship.But it’s not the idealized cooperative relationship.The main problems are the unequal position in the relationship,the weak trust foundation and the lack of two-way interaction.The reasons are:on the one hand,Government still has the idea of "government guarantee",control resources powerfully and excessively intervene in the internal environment of the Government-run social organizations;on the other hand,the Government-run social organizations follow Government’s instruction,lack of professional ability and relatively single access to resources.In this regard,this paper puts forward two measures to build a.cooperative relationship between the Government and Government-run social organizations.One is to find the right role to break through the dilemma of independence,the other is to reshape the basis of cooperation to achieve trust and interaction. |
