A Study On The Implementation Effect Of The Seniors Table Policy In Xi'an Community

With the rapid development of population aging and the miniaturization of family structure,the society faces the severe problems of population aging and empty nesting;at the same time,malnutrition among the elderly becomes the prominent problem in China.In these contexts,the Seniors Table Policy is an important part of the community's home-based pension policy,and its effectiveness and performance are directly related to the overall sustainability of the pension policy.As the capital city of Shanxi Province,Xi'an has been implementing the community Seniors Table Policy since 2012.In 2013,the seniors table was included in the social security work of Xi'an.So how does the implementation of the Seniors Table Policy last for more than seven years? Does it really solve the daily eating problem of the elderly? Is it really implemented? It is worth our serious consideration.Through questionnaire survey,case interview,model research and other methods,we have a comprehensive understanding of the current situation of xi 'an community Seniors Table Policy itself,executive agencies,target groups and policy environment.It is found that there are different degrees of practical problems in the specific implementation process of the Seniors Table Policy,which mainly include: policy implementation is not in place,the subject of the seniors table implementation,the seniors trust is low,and the political and legal environment constraints.The reason lies in the limitations of the policy itself,the prominent problems of the executive organ,the difficult coordination among the seniors groups and the adverse impact of the policy environment,which lays a foundation for this study to more accurately propose specific and feasible optimization strategies.Finally,in order to solve the problems in the implementation and promote the sustainable development of the Seniors Table Policy in Xi'an community.Under the guidance of Smith Policy Implementation Process Model,this study puts forward the “four-in-one” development strategy of Xi'an community Seniors Table Policy implementation,including: policy optimization plan under the guidance of “for the people” and “humanism”.The talent cultivation strategy under the guidance,the “four modernization” strategy under the demand orientation,and the intensive development under the marketization trend.
