Problems And Solutions Of Housing Provident Fund System Playing A Guarantee Role

Housing is a necessary material condition for human survival and development.Guaranteeing the basic housing needs of every resident and realizing the housing policy goal of "living with a certain situation" are not only the inevitable requirements of a harmonious society,but also the basic tasks of the Party and the government.Since the reform and opening up,the CPC Central Committee and the State Council have carried out a series of reforms in the housing system,implemented the housing commercialization policy,adopted policies and measures such as public housing sales and housing subsidies,and promoted the socialization,specialization and enterprise management of housing.The establishment of housing provident fund system is conducive to enhancing the housing consumption capacity of employees and promoting the development of the real estate market.But there are also many problems in the operation of housing provident fund system.Taking Yancheng City as an example,this paper carries out research from the following aspects:Firstly,it elaborates the significance and function of the housing provident fund system with the theoretical knowledge of public management,economics and other related concepts.Secondly,it combs the development process of housing provident fund system in China,and introduces the development status of housing provident fund system in Yancheng City.Thirdly,according to the data and the operation of Yancheng housing provident fund system,the evaluation index of the security function of housing provident fund system is determined,and a comprehensive index system of three levels and eight indicators is constructed.At the same time,the security function of Yancheng housing provident fund system is empirically analyzed.Finally,it puts forward reasonable suggestions to improve the role of housing provident fund security,in which the policy should properly tend to the middle andlow income groups,in order to broaden the scope of security and realize the housing dream of the majority of workers.
