A Study On The Innovative Management Mechanism Of Changsha Zhuzhou Xiangtan City Group’s Housing Provident Fund System

It has been22years since China’s housing provident fund system established in1991. It played a positive role in China’s housing system reform and guarantee system. It has made great contributions to improving people’s livelihood and raising the level of urban residents life. With the deepening of the reform and the change of the ownership, the original system’s limitation emerges day by day, for example, the segmentation of apanage, overlapping investment which lacks the national unified management, insufficient information and resource sharing. All of these problems bring about the wasteful investment and the growing liquidity risk. On the basis of discussing the problems of housing provident fund system, this thesis analyzed the ongoing Chang-Zhu-Tan Cities’Group’s Two-oriented society and the innovative management of housing provident fund system on the condition that national unified management is still immature. The thesis reviewed the progression of housing provident fund system. In addition, it proposed innovative direction and proper suggestions on how to construct the housing provident fund system and operation mode which can adapt to the new environment by using the method of participation, review, comparison and data analysis. It put forward measures of improvement as follows:First, we should establish a sole management and supervising committee that presides over the housing provident fund of the aforementioned three cities, forming a system with separation of powers which makes decision, supervises and functions together with the housing provident fund Administrative Center of Changsha. Second, it’s necessary to normalize the construction of standards, and to reach agreement on logo, the policy system, the standards of implementation, the organization structure, the configuration of staff and equipment, as well as the standards of service. Third, we should be able to estimate in advance the operation of the fund in the future and to calculate effectively its liquidity risk via technological methods and well-designed math models. Fourth, a new mechanism of concentration, which can display its equity, is called for. Fifth, we should broaden and innovate the direction of the fund’s application, increase its efficiency, and provide people with convenience. The more human a policy is, the more easily it is carried out. And last but not the least, we should promote information-share within the cities’group, establish a remote disaster tolerant system, and improve the quality of hotline12329, SMS platform and online service, so as to enhance greatly the efficiency to provide the public with outstanding service.
