The Status Quo And Countermeasures Of Targeted Poverty Alleviation Work Of Township Governments From The Perspective Of Fine Governance

In his New Year address to the Chinese people in 2019,Xi said he has always thought about the people in need and the comrades fighting against poverty.Under the leadership of the CPC central committee with general secretary Xi Jinping at the core,the township governments have worked hard and made remarkable achievements in poverty alleviation.At present,the targeted poverty alleviation work has entered the sprint period of"gnaw hard bones and tackle tough obstacles"'It is particularly important for the township government to play an important role in whether the township can be lifted out of poverty as scheduled and further improve the effect of poverty alleviation.This article selects the datong L town as an example,with the first secretary of the township government cadres,residency task force,will,poor people and the poor masses interviews and review of the literature,understand the L township government in precise poverty alleviation work has many problems:formulate supporting measures do not tally with the poor masses demand,neglecting the internal and external support,work efficiency is low.These problems restrict the improvement of targeted poverty alleviation and affect the quality of targeted poverty alleviation.Refined governance advocates people-oriented governance,emphasizes the participation of multiple subjects,and attaches importance to the standardization of information technology and work process,which is in line with targeted poverty alleviation.This study aims to the elaborating management theory as the instruction,the optimization precision of villages and towns government poverty alleviation work,improve precision,on the basis of poverty alleviation,further to promote the villages and towns government will stick for a long time the elaborating management concept,to point to face,all-round improvement management way,the transformation government function,improve the service for the populace's skill and ability.This paper is divided into five parts.The first chapter is the introductior,which proposes the research background of this paper,analyzes the research value and significance,and determines the research ideas and framework of this paper on the basis of sorting out domestic and foreign researches.The second chapter elaborates the core concepts and theories,and points out the inherent compatibility between refined governance and targeted poverty alleviation.The third chapter introduces the practice of L town government in targeted poverty alleviation.This paper expounds the general situation of targeted poverty alleviation in L town,summarizes the main work,achievements and existing problems of the government of L town in targeted poverty alleviation,and analyzes the reasons for the problems.Chapter four summarizes and draws lessons from the practice of fine governance in targeted poverty alleviation.The fifth chapter elaborates the countermeasures for township governments to improve the effectiveness of targeted poverty alleviation.Aiming at the problems existing in targeted poverty alleviation of township governments,the paper puts forward targeted countermeasures such as taking the masses'satisfaction as the starting point and foothold of work,fully mobilizing and integrating the forces of multiple subjects,paying attention to improving the efficiency of targeted poverty alleviation,and cultivating the culture of targeted poverty alleviation by applying the theory of refined governance.
