The System Design And Operatton Of The First Secrtary In China's Grassroots Governance Study

Under the background of building a moderately prosperous society in an allround way,the CPC central committee made a general mobilization to fight against poverty,and on the basis of summarizing and accumulating previous work practices,made the decision to appoint the first secretary to the vast number of rural areas?In this paper,a county-level city in central China's J province G city as the research sample,from the Angle of grassroots governance for cuts,by taking a survey questionnaire and the way of combining extensive interviews,first secretary of the system in the rural field culture more deeply,the influence of mining system design,first secretary of the relevant main body behavior logic and motivations behind?By analyzing the design and operation of the first secretary system,this paper holds that the first secretary system,within the framework of national governance,USES the political power of the state to integrate social resources and embed them into the grassroots society,so as to realize the effective governance of the grassroots society.Specific effect way to strengthen the construction of grass-roots organization,enhance management effectiveness for poverty alleviation,direct stability,participate in the handling of complaint reporting center work,actively proposing services,etc.,to promote grassroots governance plays a positive promoting effect,but also pointed out that grassroots governance perspectives first secretary of the system involved in center of the negative correlation effect,the role of grass-roots party organization construction play a limited,precise role and actual effect remains to be ascending,external support for poverty alleviation,a problem such as proposed from optimization of systems and mechanisms,improve the assessment of the supervision system,strengthen the rural grassroots organizations construction,support from the outside world and to optimize the design of the system?...
