Anthropological Interpretation Of The Practice Of Targeted Poverty Reduction

This article is an ethnographic study on the implement targeted poverty reduction measures formulated by the grassroots officials in a central region.In recent decades,China ’s achievements in poverty alleviation have been fruitful.Especially in recent years,with the growth of national strength and the improvement of social governance,China has gradually improved the precision of poverty alleviation policies.The phenomenon of absolute poverty has gradually disappeared in China.The rest of the world has set an example of poverty eradication and social governance.Unlike a large number of studies related to the poverty problem itself and the poor people themselves,this subject locks the research object to the people who implement the poverty alleviation policy-the grassroots poverty alleviation officials.I regard policy executors as the key objects of my ethnographic research,use anthropological discipline methods to interpret their social structure of survival and group cultural knowledge,and try to understand how targeted poverty reduction policies are transformed from cold words through the operation of grassroots officials.Specific practical actions.At the same time,it is noted that in the process of poverty alleviation,targeted poverty alleviation policies are not only limited by the intentions of policy makers,but also by the social structure framework,but also by the individual policy implementers themselves and the environment they face.When observing and discussing the grassroots poverty alleviation cadre group,in addition to paying attention to the local unique local knowledge and group culture,the historical status and current background of the group itself must also be considered.This article takes a village in the central region as a basic field point,but it is not limited to a single community.I extended my horizons to the county-level areas related to it,and other working and life "fields" for the grassroots poverty alleviation officials.Through investigating and thinking of putting discipline theory into field investigation practice,I believe that-microscopically,the development process of grassroots rural communities is not only caused by external intervention,but also shaped by people’s behavioral relationships,interest demands and cultural preferences.Higher-level departments "discipline" grassroots poverty alleviation officials by means of work inspection,etc.,and grassroots poverty alleviation officials are deeply influenced by the local " Qing-li culture".The multiple identities of grassroots poverty alleviation officials are social structure forms obtained through the practice of grassroots work This structure,in turn,limits the space for their poverty alleviation work;macroscopically,under the impact of the "disenchantment" trend,precision poverty alleviation work has become the core battlefield of the "enchantment" national significance of grassroots society.The poverty alleviation work itself relies on "modernity" and "disenchantment",but the country’s "presence" caused by poverty alleviation practices has become a reaction to "modernity" and "disenchantment" itself,showing "post-modernity" and "enchantment".The poverty alleviation work at the grass-roots level has begun to have cultural significance,highlighting the concept of the country and bringing together different groups in society.Poverty alleviation work is not only the social structure required by social functions,but also the social structure required by cultural functions.This also explains why grassroots poverty alleviation work may be mistaken for invalidity or waste of resources by some voices.The research significance of this paper focuses on the implementation of targeted poverty reduction policies,and even provides a more comprehensive perspective on grassroots government governance practices,urges policy makers to dialogue with local knowledge and local experience,and guide policy governance practices with all parties Coordinate and achieve harmony with group culture.I hope this paper can provide a small but beneficial help to China’s poverty alleviation and the subsequent rural revitalization work.
