The issue of aged support is a hot issue concerning the people's livelihood.Since1971,when the government emphasized the need for family planning,China's family size and demographic structure have changed significantly.The "family planning" policy has orderly controlled population growth,but it has also slowed down the supply of young and middle-aged labor force,increased the proportion of old-age dependency,aggravated the aging of the country,and made the form of old-age pension increasingly severe.Due to the reduction of the number of children in only-child families,their family pension pressure is much greater than that of families with more children,which challenges the country and society how to deal with pension problems.Therefore,the study of the only child's parents pension problem with the urgency of the Times.The paper consists of five parts.The first part,the introduction.Expounding the origin of the problem of pension for the only child's parents and the basis of the topic,the purpose and significance of the research,the literature review,the research methods and the innovation points.Concept demarcation and theory connotation is the second part.Defining the concepts of old-age support,only-child and only-child family,and expounds the basic connotation of collaborative governance theory.The third part is about the current situation and existing problems of parents old-age support in Z city's only-child family.Summarize the status quo of parental care for the only child in Z city,analyses the problems existing in the process of aged support,such as greater pressure of support for only-child children,serious family empty nest situation,less special services for community endowment and low acceptance of community endowment.The fourth part is the reasons for the problem of parents aged support in Z city's only-child parents.From the perspective of collaborative governance theory,the main reasons for the problems are summarized as four aspects: the weak supply of old-age services,the low degree of social participation in old-age services,the inadequate work of government old-age services and the imperfect system of social old-age services.The fifth part is the countermeasures to solve the pension problems of the only child's parents in Z city.The countermeasures to solve the pension problemsof the parents of the only child's families in Z city are put forward from four perspectives,Realizing the diversification of the main body of pension service,creating a new situation of collaborative governance for aged support services,giving play to the leading role of the government in promoting aged support services,establishment of cooperation mechanism among the providers of aged support services.Using the methods of literature research,interview and questionnaire survey,this paper studies the pension problem of the only child's parents in Z city from the perspective of collaborative governance theory under the condition of fully investigating the status quo of the only child's parents in Z city,and tries to put forward Suggestions for the solution of the pension problem of the only child's parents in Z city.It is a complex task to solve the problem of providing for the aged of the parents of only-child families.It requires the joint efforts of the government,families,social organizations and citizens to form a benign interaction and governance force.With the aid of collaborative governance theory and from a brand-new perspective,it is of great significance to explore and innovate solutions to the problem of providing for the aged of parents in only-child families,to enrich the theoretical research on the problem of providing for the aged,expand the mode of providing for the aged of parents in only-child families,lighten the burden of the working-age population,cope with the trend of population aging and to alleviate the pressure of the state on providing for the aged.
