Research On The Development Of Shanghai’s Old Age Programs On The Condition Of Population Aging

The development trend of population aging has deep influence on Shanghai oldage programs.How to solve all kinds of problems of old age programs has influenceddirectly on the sustainable development in society、economy in Shanghai.So theresearch in population aging and the old age programs has the magnificent practicalsignificance.Although Shanghai old age programs is delicated to creat a healthy andharmonious social environment by constructing the new patterns and the system ofservice for the aged. But the disabled elderly，the poor elderly， lack of capacity ofsocial old-age problems，and many elderly， were indicative of the seriousness of thedevelopment of old age programs.There has been a lot of research on aging at homeand abroad， but the research either from the overall height of old age programs， orfrom the special perspective of the cause of aging are not a many.This paper analyzesthe cause of aging by the holistic perspective in which the development of the old ageprograms and population aging should play a role.This article studied the current situation and related policies，and put up specificadvices for the problems of population aging and old age programs，providing someenlightenment for national aging management and services. This article is divided into5parts：Part one illustrated the background，goals and articles review.Part two explained concepts of population aging，old age programs，elderlysocial security，elderly medical care，elderly services，needs and relevant theories.Part three introduced the history，main causes，features and trend of Shanghaipopulation status. Shanghai was listed as the first area of China entering populationaging based on population censuses of the past. By analyzing the causes and features this part reasoned that Shanghai’s aging development is accelerating and an emptynest old aging era as well as aging parents of the single child is coming.And this partcalculate the trend of population aging in the future. The article also introduced theeffects of population aging on the old age programs.Population aging has manyapparent and profound influences on the public finance，medical care，resourcesupply，social service for the aged，the sevice type of family endowment and the needsof elderly mental love.Part four introduced Shanghai’s current old age programs，includes the old-agesecurity，medical care，service for the aged，mental life and elderly safeguarding rights.This part analyzed current elderly medical care needs and put up issues on familyelderly care，inadequate social elderly security，shortened elderly care service，inadequate public financial investment and inefficient elderly care services andindustry. By the way of SAS statistics and comparing the level of Shanghai’s old ageprograms，the old age programs has the lower level by the higher trend of populationaging.Part five illustrated tailored policy advices. It advocated a strategic emphasis onimproving population structure and handling population aging， advocated tomanagement of the coming outside population，improve the social medical security，many kinds of elderly patterns，strengthen family endowment，in order to lessenelderly care pressure and resolve the bottleneck problem of elderly populationdevelopment.
