The Transformation Of Public Political Attitude In State Governance

Nowadays,the modernization of national governance capacity and system is more and more important for China’s current and future development,which need rigid and flexible governance.From the ultimate goal of national governance,changing people’s political attitude and construct national identity are still the pursuit of modern national governance.Because the change and identity of people’s political attitude are equal with people’s political support for the national regime system and their psychological belonging to the national community value belief system.Due to the process to shift public political attitude is complex,and the society’s strength is not enough,which needs more energy in macro value system supply and policies to promote and implementation and popularization of the conception and system of bureaucratic system.Therefore,putting the transformation of the public political attitude to state governance,with the concept of system framework analysis,has certain theoretical innovation.Based on the previous studies of scholars,this paper,drawing on the concept of "conceptual system" proposed by Zhou Xueguang,analyzes national governance and the change of people’s political attitudes within the framework of conceptual system from the perspective of deeper social psychological functions in state governance,and then Outlines the flexible framework of state governance.The research of this paper finds that the essence of national governance is the process of establishing national identity by designing and supplying a series of conceptual systems and implementing its will from top to bottom with the help of the bureaucratic system.Ideological system is a set of procedural rules established and institutionalized on the symbol and mobilization mechanism,which is presented by political ideology and public policy in the actual political operation.The essence、abstractness and invisibility of the ideological system determine that the operation of the ideological system must realize the integration of expression and mobilization.Concept system in the process ofexpression and mobilize experienced functionalization,continuity,effect.At the same time,the public political attitude also experienced from irrational and unstable political attitude to rational cognition,balanced,stable identity transformation type of political attitudes,where people in the process of the concept to enhance the identity of the national system,with presenting a kind of trend,which its excellent from behavior and emotion to the cognitive process of political change.
