In the early 1970s,the academic community rised a sport called " Return to the State" to re-establish the central position of national issues in political analysis.As an important part of the national theoretical research field,the problem of the construction and development of modern states has become one of the focuses of the field of political science research.The academic community not only explores the connotation of modern states and its development stage,but also specializes in the construction and development of modern states in a single country around a specific country ’ s historical process.This article is based on the study of predecessors’ academic research and the history of specific countries,in the academic background of modern country construction and development research is prospering,expand the system and conduct in-depth research in the development process of modern states in Indonesia and its basic characteristics,so as to reinterpreting Indonesia’s modern state development process,presenting the inherent logic and general characteristics of Indonesia’s modern state development from a new research perspective.This article attempts to apply a new analytical framework——Douglass North ’ s theory of state in Indonesia’s modern state development process.Based on the needs of research,this article selects the history of Indonesia’s state development from 1945 to 2014 as the research interval.According to the development of Indonesia from 1945 to 2014,research-based needs,this paper divides the development process of modern countries in Indonesia into three different periods:Sukarno period(from 1945 to 1966),Suharto period(from 1966 to 1998),Post Suharto period(from 1998 to 2014).The three periods are closely related and different from each other,presents distinct features and content in the dominant coalition,violence control,organizational development,institutional construction,and social beliefs.Analytical framework through the application of Douglass North ’ s theory of state to comprehensivly analysis the three important periods of the development of modern Indonesian countries from 1945 to 2014 in Basic features of dominant coalition,violence control,organizational development,institutional construction,and social beliefs and so on,Indonesia can be judged as an internal development process of the natural state from 1945 to 2014.During this time,Indonesia has also experienced a process of moving from fragile natural state to basic natural state to mature natural state,its logo lies in the state’ s control over violence continues to strengthen,reducing restrictions on organization creation and activities,better and more complicated system,social beliefs are beginning to shift towards equal sharing and inclusion.At last,combining the development of Indonesia in the natural state from 1945 to 2014,this article will explore how to achieve Indonesia’s transition from natural state to the open access order.According to the two important steps of North and others to realize the transition from a natural state to an open order of rights--Interpretation of Three doorstep conditions and the institutionalizing open access.This paper thinks that Indonesia has a long way to go to transform itself from natural state to open access order,needs to dominant coalition,violence control,organizational development,institutional construction and social beliefs to achieve the goal of three "doorstep conditions" from the transition from natural state to open access order,and finally develop in the direction of institutionalizing open access.
