Study On Local Government Purchasing Sanitation Public Service

Since the state council explicitly proposed in 2013 that the government purchase public services from social forces,governments at all levels have issued a number of guiding opinions to promote the rapid development of public service marketization.Government purchase of public services is conducive to improving the efficiency of governent work and the use of financial funds,as well as promoting the improvement of public service quality and the acquisition of public happiness.However,due to the late start of government purchase in China,there are still a lot of problems hindering the improvement of public service quality in the purchase of some public services.Longnan city wu all area as one of the western poverty-stricken areas,weak economic foundation,buying urban environmental sanitation public service later,in the outsourcing of public services there are many problems,therefore,this article in longnan city sanitation service purchase as a starting point,through the related issues in the process of longnan city sanitation service outsourcing research to explore the improvement of the government purchase of public services strategy.First of all,the paper summarizes the new public management theory and public goods theory and other theories,to lay a theoretical foundation for the paper’s follow-up writing.Secondly,by means of questionnaire survey,field interview and other methods,this paper investigated and analyzed the situation before and after the outsourcing of sanitation services in wudu district of longnan city,and summarized the main changes before and after the outsourcing of sanitation services in wudu district.Thirdly,this paper establishes the evaluation index system of environmental health service outsourcing by using the analytic hierarchy process,and makes a quantitative evaluation on the service situation of envirormnental health service outsourcing in longnan city by comparing the economic,social and environmental aspects before and after the outsourcing of environmental health service in wudu district.Finally,combined with the above research papers on the current longnan wudu district environmental health outsourcing process problems and causes are analyzed,on this basis combined with the relevant theories of public service outsourcing proposed to improve the efficiency of longnan city environmental health outsourcing countermeasures and Suggestions.To some extent,the above research advances the evaluation of government purchasing public services to the level of quantitative research,and the research conclusions can be used as a reference for the decision-making of "longnan environmental health administration" and other government departments at all levels.
