Since the mide-1980s, the western countries raised a modern public management reformwith the UK and other countries being the pioneers. The core of the reform is to introducemarket mechanism into public service and to try reducing management cost at the sametime of guaranteeing service quality so that they can deal with multiple pressures ofeconomy stagnation, government failure, financial crisis and information revolution. Thepublic service outsourcing which includes HR management outsourcing is one of the mainmethods applied by the UK government for the best value system. After1990s, driven bythe great national policy of reform and opening, not only Chinese market economy hasbeen growing vigorously, but also HR management of public sectors has presented somenew characteristics and trends. The first is the new talent mechanism influenced by marketallocation. The second is the public application of information and network techniques.The third is scientific and reasonable performance management system required. Thefourth is the best ratio between cost and profit. The fifth is the principle of justice, fairnessand openness. It is just these new characteristics and trends that make the outsourcing ofHR management function of Chinese public sectors possible. However, as most of thepublic sectors are state-owned organizations, their HR management outsourcing is a matterquite sensitive and started later than other organizations due to restrictions of all aspects.HR management outsourcing of foreign public sectors has been continuously strengthened,especially from its depth, force and width, while that in China is still developing slowlyand is showing different problems in all aspects. In the process of outsourcing, how tomake public sectors and market harmonious, and at the same time guarantee the fastdevelopment of management and service quality of public sectors is just the purpose of thisresearch.Throughout the domestic about public department of human resources managementresearch, most choleras mainly focused on the role of human resources managementoutsourcing, the present situation, the existence question and so on, and for public sectoritself from the particularity of this important outsourcing problem seldom involves. Thispaper attempts to research the public sector of human resource management outsourcing on risk control.After a series of research and analysis, the writer holds that the HR managementoutsourcing of Chinese enterprises has developed for several years and has gainedabundant experience. With same economy and market environment, public sectors canlearn the successful experience of enterprises when applying HR management outsourcing.Considering the special characteristics of public sectors, this thesis has analyzed the HRmanagement outsourcing of government of Renhe Town, Guangzhou City with the methodof analytic hierarchy process and fuzzy analytic hierarchy. After analysis, we holds thateven though there are different risks including environmental risk, safety risk, market risk,management risk and controlling risk, in areas and cities where the economy iscomparatively developed, the outsourcing service market is becoming mature and havecome some good HR management outsourcing organizations. Finally, after decisionanalysis of outsourcing, it proves that the HR management outsourcing enjoys relativelylow risks and as long as public sectors make good risk analysis and necessary control.The result of this paper will provide theoretical and practical reference for China’s publicsectors of human resources management outsourcing.
