In recent years,under the leadership of the Party organization,Jilin Province organ trade unions have played an important role in safeguarding the rights and interests of staff and workers,improving the quality of staff and workers,invigorating the culture of organs,and promoting the completion of various tasks of organs.Doing well the work of organ trade unions in the new era is the requirement of promoting the development of the Party’s cause,the need of strengthening the Party’s construction,and the expectation of the vast number of cadres and workers of the organs.However,with the rapid development of economy and society and the deepening of reform and opening-up,the construction of organ trade unions is facing new problems,new situations and new challenges.Therefore,strengthening the construction of organ trade unions has also become a new issue in the development of trade unions in the new era.Under the background of the new era,Jilin Provincial Organ Trade Union has made certain achievements under the leadership of the Party,but while affirming the achievements,we should also realize clearly that there are still many problems in the current construction of Jilin Provincial Organ Trade unions.This article carries on the thorough research to the Jilin Province organ trade union construction,excavates the Jilin Province organ trade union construction process existence question,in-depth analysis of the causes of the problem,put forward targeted and feasible solutions,in order to further improve the scientific level of agency trade union work,but also for other provinces to provide some theoretical reference and practical experience for reference.This paper consists of five chapters.Chapter 1 introduction.This paper expounds the basis and significance of the topic selection,the research results on the theory and practice of the emergence and development of trade unions at home and abroad,the ideas and methods of this study,and the innovation and deficiencies of this study.Chapter 2 is an overview of agency trade unions.This paper combs and discriminates the concepts of trade union and organ trade union,and then finds out the relationship between them,expounds the nature and function of organ trade union,and deeply analyzes the particularity of organ trade union.Specifically,its particularity includes: the personnel composition has the particularity,the labor relation has the particularity,the worker needs has the particularity,the trade union work has the particularity.Chapter 3 expounds the theoretical basis of the construction of agency trade unions.The organ trade union is the grass-roots organization of the trade union,is the product of the trade union in the new period.This article has carefully combed the trade union thoughts of Marx and Engels,Lenin and Mao Zedong,and sorted out the relevant discussions made by Deng Xiaoping,Jiang Zemin,Hu Jintao and Xi Jinping on trade unions.Thus for the new era to strengthen the construction of Jilin Province organ trade unions to lay a solid theoretical basis.Chapter 4 expounds the current situation of the construction of organ trade unions in Jilin Province in the new era.Summarize the achievements made in the construction of organ trade unions in Jilin Province in the new era;This paper puts forward the main problems existing in the construction of institutional trade unions in Jilin Province in the new era,including the weak construction of the institutional trade unions,the weak ability of performing their duties,and the insufficient innovation in the work of the institutional trade unions.This paper probes into the causes of the problems existing in the construction of institutional trade unions in Jilin Province in the new era,including the imperfect operating mechanism of the institutional trade unions,the unclear positioning of the duties of the institutional trade unions,and the weak capacity of the institutional trade unions to build themselves.Chapter 5 discusses the countermeasures of the construction of organ trade unions in Jilin Province in the new era.This chapter puts forward solutions to the problems existing in the construction of institutional trade unions in Jilin Province in the new era,including: first,to build a firm foundation of organization and strengthen the construction of trade unions themselves;second,to grasp the characteristics of functions and improve the level of performing duties of trade unions;Third,we will innovate ways and means to enhance the effectiveness of trade union work.In order to strengthen the construction of organ trade unions in Jilin Province,the problems existing in the construction of organ trade unions in Jilin Province in the new era are further solved by adopting targeted and maneuverable strategies.
