| The 19th National Congress of the Communist Party of China proposed to streamline administration,delegate powers and to build a service-oriented government that is satisfactory to the people.It is also the core goal of deepening the reform of the administrative system and strengthening the government’s own construction.Under this background,many civil servants have produced emotional exhaustion,and emotional exhaustion is also a research focus in human resource management and organizational behavior.At the same time,the red tape at work occupies a lot of time and energy of civil servants.Therefore,this paper will discuss the relationship between the perception of red tape and emotional exhaustion for the first time in the government departments of our country.In addition,this paper regards the task-contingent conscientiousness as a positive personal trait resource,and examines its moderating role in the process of civil servants,perception of red tape affecting emotional exhaustion,in order to enrich the effect of red tape perception on emotional exhaustion mechanism research.On the basis of conservation of resource theory,this paper takes 840 civil servants from different government departments as research samples,carries on statistical analysis with SPSS software,and examines empirically the relationship between the perception of red tape,task-contingent conscientiousness and emotional exhaustion,and also verifies the negative moderating effect of task-contingent conscientiousness on the relationship between the perception of red tape and emotional exhaustion was verified.According to the results of empirical analysis,this paper draws the following conclusions:First,the red tape perception of civil servants has a significant positive impact on emotional exhaustion;Second,the task-contingent conscientiousness of civil servants has a significant negative impact on emotional exhaustion;Third,the task-contingent conscientiousness of civil servants has played a negative moderating role in the positive impact of the perception of red tape on emotional exhaustion.The relevant research in this paper not only enriches the study of the variables of red tape,task-contingent conscientiousness and emotional exhaustion,but also provides valuable policy suggestions for the relevant departments of our government,which will help to further streamline administration,delegate powers and to reduce the emotional exhaustion of civil servants,to improve the working efficiency of civil servants and to improve the level of public service. |
