Research On The Supervision Of The Power Exercise Of China S Supervisory Committee

The reform of the national supervision system is not only to rename"administrative supervision" as"national supervision"in form,but also to carry out all-round reform and innovation from form to content,from procedure to entity,from concept to operation.It is the top-level design of the national supervision system and an important part of the anti-corruption system reform.As an important power to supervise the exercise of public power in other countries,in the process of national supervision system reform,we should not only pay attention to the construction of supervision institutions,but also put the power of supervision institutions under the supervision of the legal system.Therefore,the establishment of an effective supervision and management mechanism of the supervision committee is not only an important measure related to the success or failure of the national supervision system reform,but also an inevitable requirement for the implementation of the anti-corruption policy.This article is divided into five parts.The first part elaborates the reasons for choosing the topic and the significance of the research on the power supervision mechanism of the supervisory committee of our country,and introduces the academic viewpoints of the current power supervision mechanism of the supervisory committee of our country.The second part is the general theory that supervisory power should be supervised.Starting from the concept and characteristics of power supervision,this part analyses the attributes of supervisory committee and the nature of supervisory power,and analyses the practical significance of supervisory power of supervisory committee in China from a historical point of view.The third part starts with the general mode of power supervision and combines the present situation of the supervision mechanism of the supervisory committee of our country.It analyses the insufficiency of the supervisory subject and the way of supervision and the reasons for these problems from three aspects:legal supervision,social supervision and self-supervision.The fourth part is the countermeasures to improve the power supervision mechanism of the supervisory committee of our country.This part firstly clarifies that internal supervision and external supervision should be taken together to supervise.Secondly,it puts forward corresponding legal opinions according to the deficiencies of the supervisory mechanism in the third part.Through improving the legal system,establishing information disclosure mechanism,strengthening self-supervision and other measures to supervise and supervise the committee.The fifth part is the conclusion,which summarizes the contents of this paper.
