After the rise of global civil society in the second half of the 20 th centur y,Non-Governmental actors gradually stepped onto the global governance arena.The advent of the Internet era has promoted the transformation of traditional p ublic diplomacy to a "New Public Diplomacy" with diversified actors.The role of Non-Governmental actors in public diplomacy is increasingly important.In 2010,South Korea proposed the plan of “transforming from cultural diplomacy to public diplomacy” Gradually developed a public diplomacy structure in which the government-led "first track public diplomacy" and the "second-track public diplomacy" which Non-Governmental actors participated in.The main part of this research is the analysis of the development of publi c diplomacy of South Korean Non-Governmental actors such as enterprises,th ink tanks,media,overseas Korean,international students and NGOs from 2010 to2018.In the practice of public diplomacy toward China,Korean companies in teract with the Chinese people through products,services and social responsibili ty activities,and think tanks bridge the gap between the academia of the two countries.Film and television works,social media and cooperation between the media practitioners are important tools for Korean media to implement public d iplomacy toward China.Overseas Koreans,Chinese Koreans and Korean Non-Gov ernmental organizations are also important resources of Korea Non-Government al public diplomacy,and actors such as international students and Korean peo ple also play Influence.Through the analysis of the above practical activities,This paper argues that the endogenous power of Korean Non-governmental acto rs participating in public diplomacy stems from the history of special political democratization in Korea and nationalist sentiments,and is constantly developin g due to external factors such as the splitting state of the Korean peninsula in the power struggle of big powers.China's importance to South Korea's nationalsecurity interests has made Korea adopt a flexible and proper diplomatic appr oach in dealing with China.Concludes the strategic characteristics of Korean n on-government actors' public diplomacy toward China combining general strate gy with special strategy,and attaches great importance to the role of Chinese elite.On the basis of summarizing the previous research,this study believes tha t Non-governmental actors should receive more attention in China's public dipl omacy to enrich the public diplomacy structure.On the boundary of cooperatio n between government and Non-governmental actors,the government appropriat ely decentralizes and enhances the ability of non-government actors to carry ou t the function of public diplomacy.At the same time,it should adhere to the government's dominant position in public diplomacy and improve the supervisio n mechanism,provide institutionalized guarantee for non-government actors to participate in public diplomacy,and achieve benign interaction.
