In the early 1980 s,China began to implement the family planning policy,controlled the birth rate of the population,and the population structure changed accordingly.This made China formally enter an aging society in 1999.Twenty years have passed,and the first batch of only children have begun to take responsibility for supporting the elderly.They have to take care of their elderly parents while working,which undoubtedly aggravates their financial burden and mental stress.At the same time,the old-age care institutions are not able to solve the pension difficulties faced by all families because they are constrained by many factors such as the degree of economic development.With the development of society,the traditional old-age care model can no longer meet the increasingly diverse and personalized pension needs of the elderly.How to effectively solve the problems encountered by the elderly,promote the harmonious development of the country,and achieve prosperity and prosperity has become an urgent problem for the state and governments at all levels.In recent years,China’s government functions have changed from traditional management-oriented government to service-oriented government.Urban community organizations,as the grassroots organizations closest to the masses,carry more and more social service functions and responsibilities,and provide old-age services for the elderly.One of the unshirkable responsibilities of the community.Relying on the urban community,the elderly can enjoy the needed old-age services without leaving their families and familiar living environment.It not only conforms to the traditional Chinese concept of old-age care,but also can further narrow the distance between people.To create a good social atmosphere of respecting the elderly,providing for the elderly,helping the elderly and harmony,and effectively reducing the burden and pressure on the family members to support the elderly,it can be said that it is a multi-pronged.This is a new model of old-age care,which is the first choice for the interests of the government,the family and the elderly.In order to better implement the relevant arrangements and requirements of the Party Central Committee and the State Council for the development and construction of community home care services,governments of Jilin Province have successively formulated a number of policies and measures to encourage the development of community home care for the elderly,which has effectively promoted the community living in the province.With the development of the aged care service industry,the community’s integration of the old-age resources has been significantly enhanced.The old-age service methods and service content are continuously enriched,and more and more elderly people have lived happily in their later years.However,compared with other developed countries and other provinces with faster economic and social development,Jilin Province still has a large gap in community home care services,and many jobs need to be further strengthened.Based on the aging of China’s population and the current demographic structure of Jilin Province,this paper will conduct a preliminary discussion on the theory of community home care services through literature research and comparative analysis,and proposes the development status of community home care services in Jilin Province.The existing problems are given by comparing and learning from the successful practices and advanced experiences of the more advanced community home care services at home and abroad.
