Land is limited.Today,with the rapid development of industrialization and modernization,how to balance the demand for land,not only meet the needs of rapid economic development,but also ensure food security is an important challenge for China's land system.Regarding the use and management of land,the state has also introduced many laws and regulations.At present,China has a strict set of approval procedures for land acquisition,including land application approval,Agricultural land conversion to construction land program approval,supplementary farmland program approval,land acquisition plan approval and supply land plan approval.Because the approval of the land acquisition plan,the land acquisition and approval,is the most important approval.This approval is the basis for the follow-up grassroots government to levy the peasant land.Therefore,this article will focus on the approval of land acquisition.China's land acquisition and approval system is also constantly adjusting,develops the economy and society and plays an important role in promoting economic development and maintaining land security,but there are also many problems.For example,the approval process is cumbersome,the approval materials are numerous,and the supervision and control institutions are lacking.As a result,the land acquisition and approval system cannot really protect the cultivated land and meet the role of local economic development.Instead,it has caused many disputes,for example,leading to distrust and destruction of the government,destroying government authority and social stability.Therefore,the study on the reform of China's land expropriation approval system has great significance to improving the land acquisition and approval system,promoting economic development,maintaining social stability and enhancing government authority.The main content of this article is divided into five parts.The first part is a brief introduction to the historical evolution and current status of the national land acquisition approval system.The second part analyzes the nature of the land acquisition and approval behavior,through the comparison of the four groups of concepts,layer-by-layer analysis,determines the nature of the land acquisition and approval behavior,and finds the basis for regulating the land acquisition and approval behavior.The third part determines the value orientation of the land expropriation system,and determines the value orientation that needs to be adhered to in the reform of the land expropriation approval system from three levels.The fourth and fifth parts respectively put forward their own views on the problems and perfect suggestions of China's land expropriation approval system from the aspects of entity,procedure and relief,and reform the land expropriation system.By decentralizing land acquisition and approval authority,clarifying approval criteria and time limit for examination and approval,separating land acquisition and approval procedures,granting the right to know and participation of the expropriated person,improve the land acquisition and approval system in China.
