The Realization Paths Of The Policy Change From Demand-side Management To Supply-side Structural Reform

The transformation from demand-side management to supply-side structural reform is an important policy change of national economic governance.Though the supply-side structural reform has achieved preliminary effects since its concept and task were put forward,it still faces the following constraints:first,the economic,social,cultural and other policy environment at domestic and international has profoundly changed,which increased the difficulty and risk of the reform;second,the existing research on supply-side structural reform mostly focuses on the field of background,connotation,objectives,difficulties of the reform,in contrast,the research of the realization path of policy change either show the characteristics of fragmentation,or lack of research depth and systematicness,which is difficult to provide theoretical and practical guidance for the realization of supply-side structural reform.In the context of profound changes in the policy environment,it is of urge and important to study the realization path of policy changes of supply-side structural reform.After combing the basic connotation of supply-side structural reform,this paper is going to constructs an analytical framework of supply-side structural reform based on the theory of policy change.The framework includes five paths,the implementation path is consist of dimensions of implementation subject,execution resources,performance evaluation and policy supervision,the relational path will focous on the relation of central-local government,regional government,cross-government departments and relations among government,market and society,the institutional path is consist of administrative system reform,innovation system reform and public service system reform,and the tool path focous on policy tool of supply and demand,fiscal and taxation system reform,negative list policy and big data governance,the environmental path is consist of social environment,legal environment,financial environment and technical environment,this paper systematicaily analyzes these five realization path of supply-side structural reform.The structure of this paper is arranged as follows:the first chapter is introduction,which combs the implementation background of the policy change from demand-side management to supply-side structural reform,reviews the related research on supply-side structural reform and policy change,and puts forward the research methods;the second chapter is the framework construction of the realization path of policy change,the third chapter to the seventh chapter will analysis the implementation path,the relational path,the institutional path,the tool path and the environmental path respectively.This paper holds that the five paths influence each other and unify organically.It is necessary to choose the practical path to ensure the efficiency and quality of the reform according to local conditions and promote the sustainable and healthy development of economy.
