| Having gone through the development in the last 30 years,global environmental issues have occupied the core of the international political agenda.In recent years,global environmental governance is undergoing a series of complex and profound changes.On the one hand,events including Britain’s breaking away from Europe and the general election of the United States set the start of the anti-globalization wave,which posed a huge challenge to the global environmental governance pattern.On the other hand,China continues to play an increasingly important role in global governance,gradually becoming a significant participant,promoter,contributor and even a leader.This research considers the global greenhouse gas emission reduction mechanism as a multi-level global governance mechanism.It is based on the United Nations Framework Convention on Climate Change,with the Kyoto Protocol and the Paris Agreement as its cores and a series of international conferences as its links.It includes the participation of sovereign states,international organizations,enterprises,society and other actors at all levels,covering a complex international game process.Among many issues of global ecological environment governance,the mechanism of greenhouse gas emission reduction is the one with the most extensive scale,the greatest impact,the deepest development of the governance process and the highest degree of systematization.Therefore,the representative global greenhouse gas emission reduction mechanism in global environmental governance has been chosen as the core research case in this research,the results of which will be expanded to the process of China’s participation in global environmental governance.Effectiveness of International Mechanisms has been introduced as the core pathway in this research,based on which the two basic thoughts of this research has been proposed:On the one hand,countries can participate in global governance through international mechanisms,so the effectiveness of international mechanisms can be used to"measure"the ability of countries to participate in global governance;on the other hand,international mechanisms can regulate,restrain or change the behavior of countries,so the effectiveness of international mechanisms can be used to"evaluate"the willingness of countries to participate in global governance.Taking the process tracing as the clue,this research has been carried out along a basic thread:National strength,national interests and international situation determine the role orientation of national participation in international mechanisms,and the role orientation determines the path choice of national participation in global governance.In this research,SWOT and Boston Matrix are introduced as analytical methods to analyze the role orientation and path selection of China’s participation in the global greenhouse gas emission reduction mechanism.Based on the above study and analysis,this research puts forward corresponding strategies and suggestions to China on how to be a good leader of global environmental governance,how to deal with the opportunities and challenges,and how to really play a leading role. |
