Research On Urban Community Deliberative Democracy In Nanchang City

The theory of deliberative democracy began in the 1980 s from the west.After a great deal of theoretical and practical research,it became a new paradigm of democratic theory and was introduced to China by scholars.With the development of the society,deliberative democracy has become an important means of grass-roots social governance and has been highly valued by the government.The report of the 18 th national congress of the CPC focused on deliberative democracy and pointed out that it was necessary to "actively carry out grassroots democratic consultations".Deliberative democracy in Nanchang,combined with the actual in urban communities,establish a unified,standardized and reproducible community council system,promoted the city community diversity management,inspired the vitality of public participation in community governance,condensed the residents consensus,alleviated the social contradiction,promoted in the whole province.However,as a new way of grassroots governance,there are also many problems that need to be solved urgently.This paper has carried out a comprehensive analysis through investigation and research.This paper is divided into seven parts:The first part: introduction.This paper mainly introduces the purpose and significance of the research,research ideas and methods,and summarizes and analyzes the theory and practice of deliberative democracy at home and abroad.The second part: urban community deliberative democracy and related theory.This paper introduces the concept of community,urban community,deliberative democracy and grassroots deliberative democracy,analyzes and evaluates the theory of social governance and the necessity of introducing deliberative democracy in social governance.The third part: the development status of urban community deliberative democracy in Nanchang city.This paper briefly introduces the city situation of Nanchang city and analyzes the power structure of urban community.This paper summarizes the comparative advantages of deliberative democracy in urban community in Nanchang city.This paper introduces the unified model of deliberative democracy in the urban community of Nanchang city,and points out the value and significance of deliberative democracy of community community in Nanchang city.The fourth part: the plight of Nanchang city community deliberative democracy investigation and analysis,in the visiting survey and the questionnaire on the basis of the analysis of the current main problems existing in the Nanchang city community deliberative democracy,and the reason is analyzed.The fifth part: domestic and foreign developed area experience for reference.This paper summarizes the basic situation and successful experience of community consultation in Shenzhen,Hangzhou,Hong Kong and Singapore.The sixth part: strengthen the deliberative democracy of urban community in Nanchang city.Finally,the author puts forward some Suggestions on the existing problems and causes in the urban community deliberative democracy in Nanchang city.The seventh part: conclusion and prospect.
