Since the 1950 s,China has started the road of national assist. After more than 60 years of exploration,it has formed a relatively completed funding system, combining "award, assistance, loan, and supplement".However, due to the current situation of students in high vocational education, the existing subsidies cannot meet the needs of students. Moreover,in the process of funding implementation, there have also been some problems that need to be improved. For example, the student loan mechanism is imperfect, the risk-bearing entity is unclear, and the problem of default is higher. The student loan recognition is not scientific and accurate. The form of work-study assistance is single, and development is suffocated. In the meantime, the mental health problems of poor students are also highlighted.Poor students or squandering scholarships,or growing the lazy people’s idea of "waiting, taking, relying on,and asking",there are also quite a few students who are under tremendous pressure.Based on the systematic analysis of relevant funding policies, this paper finds that the main problem of China’s funding system is that policy formulation is not in place, and the aiding policy needs more detailed and comprehensive planning;the restricted proportion of government funding also limited the scale of the funding system.Higher vocational colleges should use their own resource advantages to absorb social forces and establish a multi-mixed funding model. The lack of student credit and the lack of a complete credit system make the student loan policy goes unwell, and the mental health of poor students is also an obstacle to their development. We should summarize a series of problems arising from the funding of poor students, and combine the students’ funding work of Lanzhou Professional and Technical Academy to give suggestions and opinions on how to improve the government’s subsidy policy.
