A Study On Obligations Of Haikou Women's Federation In A Social Governance Perspective

All-China Women's Federation(ACWF)is a typical kind of mass organizations which exists only in China.It has been aiming at representing and reflecting the demands of all women and children,and pursuing while protecting the rights and interests of them ever since its establishment.Since the CCP central committee proposed to innovate social governance mechanism in China and enhance its leadership and contact with mass organizations,it's become a serious issue for Haikou Women's Federation organizations that how to fulfill its basic social-governance obligations while taking their own advantages.Proceeding from the development of ACWF,this paper has demonstrated the necessity of its participation in social governance based on the theories of market failure,government failure and voluntary failure.This paper has summarized the social-governance functional goals of Haikou Women's Federation organizations at three levels:representing and entitling women and children in Haikou,providing public services to them and carrying out cultural-and-value advocating jobs between them.Then summed up three realistic paths for Haikou Women's Federation organizations to realize their functional goals from the perspective of social governance under the framework of"Polycentric Governance" theory,and made a comparative analysis on them.Based on the former analysis,the author has evaluated the effects of Haikou Women's Federation organizations' social-governance obligation fulfillment on four aspects,and analyzed the existing problems of them and summarized the causes on six aspects.Finally,based on the summaries and references of domestic and foreign relevant experiences,this paper has put forward countermeasures and suggestions on six aspects,thus,positioning the right roles of Haikou Women's Federation organizations with different society subjects,giving full prominence to the characteristics of Women's Federation when defining their obligations,broadening the accesses to multiple resources,optimizing the operation process and management of the organizations,enhancing the professionalism of public services,and establishing the evaluation and incentive mechanism.
