Study On The Participation Of Regional Women’s Federation Organizations In Social Governance Issues Under The New Situation

At present,China is in an important period of strategic opportunity for development,and Women’ s Federation organizations are experiencing a profound change baptism under the background of socialist new era.The Women’s Federation organizations have been developing and reforming continuously since the establishment for 70 years,which plays an important post role in safeguarding Women’s interests,promoting equality between men and women and other work as a bridge,link and state power to connect with the masses of women and the state power on the own unique advantages of politics,organization and mass.However,with the deepening of the reform,the focus of work and service object of the Women’s Federation organizations have changed,and the interests of the masses of women have also presented diversified changes.In addition,the traditional mode of Women’s work is already not adapted to the requirements of the new era.Meanwhile,the problems of institution,administration,aristocracy and entertainment in Women’s Federation organizations are exposed.Therefore,the Central Committee of the Communist Party of China issued the "views on strengthening and improving the mass organizations’ work of the party"in 2015,which initiated the reform of the mass organizations,and made phased achievements in strengthening the party’s leadership over the work of the Women’s Federation and the organizational construction of basic level,improving the women cadres’ construction,and promoting and leading the cultivation of Women’s social organizations in the past few years of reform implementation.As a basic-level worker in Women’s Federation organization,I truly feel the great changes brought by the reform of the mass organizations to the Women’ s Federation organizations.However,there are still many problems of the basic-level Women’s Federation organization in the process of practice,so I hope to clarify the development grain of Women’s Federation organizations’participation in social governance by studying and analyzing the historical evolution track of Women’s Federation organizations’participation in social governance and the experiencing summary of the reform of the mass organizations.The paper focuses on the difficulties encountered in the work of Women’s Federations in Yanbian Prefecture,then the problems existing in the Women’s Federation organizations in Yanbian Prefecture are analyzed,such as too many administrative affairs,immature development of Women’s social organizations,backward working methods,and the lack of professional talents.Meanwhile,the paper points out that the main factors affecting the Women’s federations’ participation in social governance are the contradiction of dual roles in Women’s federation organizations,the low identity of Women’s social organization,the lag of working methods and the inadequate cadre training system of Women’s Federation based on the analysis of the governance theory and the theory of public organization innovation.Therefore,it’s suggested that we should make clear the career orientation of Women’s Federation to focus on the key work,cultivate the social organization construction of women,improve the ability of Women’s Federation to optimize the allocation of social resources,and establish adequate cadre training system of Women’s Federation.The paper is divided into five parts:the first chapter is the introduction,which introduces the purpose,significance,review,ideas and methods of the research.The second chapter is the concept analysis and theoretical review,which analyzes the characteristics and system,and social governance concept of Women’ Federation organizations,as well as governance theory and Marxist Feminist Theory.In the third chapter,the development and evolution of Women’s Federation organizations and the reform effects of mass organizations are analyzed.In the fourth chapter,the current situation,existing problems and influencing factors of Women’s Federation organizations’participation in social governance in Yanbian Prefecture are analyzed.In the fifth chapter,suggestions on further improving the ability of Women’s Federation organizations’ participation in social governance in Yanbian Prefecture are put forward.The sixth chapter is the conclusion.
