Studies Of The Work Of The Urban Community Neighborhood Committees In Shenyang

The urban community neighborhood committee in Shenyang is the community autonomous organization.It works under the leadership of the Chinese Communist Party community committee,responsible for organizing community resident autonomy and assisting the government in completing the various works construction and management of communities.With the national social management focus to the grassroots society,and the government administration devolution,urban community Neighborhood committee is taking on more and more social functions.Covering employment,family planning,public health,social security,community security,culture and sports,and many other aspects which covering various aspects of the life of community residents.The community neighborhood committee is not only responsible for the administrative functions within the community,but also for the residents’ Autonomy.It serves as a bridge between the government and the grass-roots social communication,has become an important part of government administration and social management,an important channel for the government to change its functions,integrate social resources,improve public service capacity,promote residents’participation in social and public affairs management,and promote social governance.The work of the urban community neighborhood committee has been adjusted and many problems have been exposed.This paper is based on the investigation of the urban community neighborhood committee work in Shenyang city,sums up the problems existing in the work of the community neighborhood committee,through literature research,interview research,case study and comparative study.The problem is that the working condition is poor,the work content is complex,the administrative work is excessive,The work form is more than the effect,the supervisory work is not in place,he way of working is flawed,The concept of service work is poor,etc.After analysis,the main reason is that the government intervenes too much on the work of the community neighborhood committee,the community work access system is nominal,the construction of community neighborhood committee is poor,and the community residents’participation is low.Through the contact with the work of the community neighborhood committee,and the interview research with government,community neighborhood committees and residents,the author finds that the community neighborhood committee has the problems of insufficient working conditions,complicated work contents,more administrative work,more forms of work,lack of supervision,lack of working methods,and low service concept.The main reason for these problems is that the over-interference of government to the community neighborhood committee,the community work admittance system is useless and nominal,the self-construction of community neighborhood committee is inadequate,and the lack of community participation of residents.On this basis,drawing on some domestic and foreign experiences,this paper puts forward some corresponding countermeasures and suggestions on how to reduce the government’s intervention to the community neighborhood committee,improve the work system of the community neighborhood committee,strengthen the construction of the community neighborhood committee and improve the autonomy ability of the community residents,to provide some ideas for rationalizing the work of community neighborhood committee,to improving the efficiency of government administration,to promoting residents’autonomy and social co-governance.
