On Feb 28 th,2018,Beijing Municipal Human Resources and Social Security Bureau published Regulations about attracting highly skilled personnel to Beijing(trial implementation),which aroused heated discussions nationwide.As China's center of politics,culture,international communication,and technological innovations,Beijing has been attracting population inflow continuously.However,limitations of natural and public service resources have brought challenges to this metropolis in terms of equalization of public service and social administration.When we did a trend analysis of migrant population in Beijing,we notice that highly educated migrants take an increasingly large proportion.Compared with traditional migrant workers,migrants with higher education are more valuable human resources.They are also under great influence of the public service system based on Hukou.They are not entitled to public service that permanent residents in Beijing have.Factors including housing and child education impose limit on them so that they cannot bring further benefits to city development.The study of willingness of permanent residence explores how Beijing can realize sustainable growth and take advantage of high quality human resources.This can be combined with humane caring for migrants and plan for city administration.Facilitating population circulation in order to create higher economic value is a significant component in municipal administration.This article studied data about highly educated migrants and their short-term,mid-term and long-term level of willingness to stay in Beijing.That help us to provide suggestions after comprehending their demands of permanent residence and its related influencing factors.We used the logistic regression of most factors,and the results show that the overall willingness to stay in Beijing is high,but it exhibits a decreasing trend as length of time considered increases.Among them,opportunities for personal development and salary income are the two major pull factors that attract highly educated migrants.However,education opportunities for children and limited space for living,and endowment insurance are push factors that drive them away from Beijing.Combined with the analysis of factors that influence the willingness of highly educated migrants to stay in Beijing and also the city's plan for future development,it is recommended that the city can consider industry optimization in order to attract highly educated migrants to move into the metropolis,and therefore boosts the economy of the area,from regional economics view.It is also recommended that the government should improve public service,change the ideology of city planning,improve related social system and allocate more funds to support,from the perspective of public management.By taking these steps,the city can encourage highly educated migrant workers to stay in Beijing permanently,to integrate into the city and create value.
