The Research Of The Shanghai Residence Permitting To The Permanent Residence Policy

Gradual decision theory is one of the important theoretical models of public decision-making in China.Progressive decision making theory basic principle is step by step,a qualitative change to quantitative change and change is steady,it is in the policy on the basis of the current,to develop a difference with the administrative strategy of the new policy,easy to maintain the social stability and development.February 23,2009,Shanghai municipal government issued the Shanghai residence permit holders to bid for the city resident account pilot approach,which in the country,is an ice breaking move,breaking the large cities have long been strictly limited to move into the household registration barriers.2009 year June 17 th,in order to solve specific problems,Shanghai City human resources and Social Security Bureau and other seventeen departments jointly issued the Shanghai city residence permit holders to bid for the city resident account pilot scheme implementation details,Shanghai new round of household registration reform officially launched.February 12,2012,"Shanghai city residence permit holders to apply for permanent residence approach" was officially introduced,this approach is about to end in December 31,2016.The development and improvement of the family policy is in accordance with the basic principles of the theory of gradual decision making,but after six years of implementation,the problems in the policy itself and the policy implementation in the process of acceptance are highlighted.This article from the perspective of evolutionary decision-making theory,through theoretical analysis,literature research and participation in the observation,analysis of the meaning of the residence card to permanent residence,and from the policy formulation,acceptance process as well as three aspects of the implementation of the policy of the residence permit to permanent residence policy problems.First of all,the policy itself is in the process of the development of the Shanghai municipal government’s interests as a starting point,there is a fair principle.Secondly,in the process of acceptance,because the audit standards often occur changes lead to the application can not be normal expectations,with unpredictable,contrary to the theory of progressive decision-making.Finally,after six years of policy implementation,a large number of eligible applicants through the settlement of Shanghai,more foreign population due to the influx of Shanghai,looking forward to 7 years after the settlement,which led to the shortage of public resources in Shanghai City,the financial capacity is not enough and the growing contradiction between the interests of the main.Through the comparative study,the paper compares and analyzes the three cities of Beijing,Guangzhou,Shenzhen,Shanghai,and the household registration system reform in Shanghai,and then obtains the successful experience from the reform achievements of the three cities.Through the research and analysis,the author of this paper is based on the long-term acceptance and audit experience,the paper puts forward the reform proposals from the policy level,the operational level and the effectiveness level of the residence permit of Shanghai residence card.First,at the policy level,the government should strengthen the Department of communication,from the aspect of improving the policy of humanization details,the key is in the transfer incentive conditions should be steady change.Secondly,at the operational level,the government service window should implement a new service mode,the residence permit to set up the standard of permanent residence should set the standard process.Finally,in the effectiveness level,the annual total amount should be controlled and announced in advance,to settle the success should be carried out follow-up.
