Public institutions are important force of the construction of socialist modernization of our country,and they are important carriers for the government to carry out public services and management.With the deepening of China's reform and opening and the steady progress of national economic construction,the development of modern enterprises in our country is changing rapidly,in which the performance appraisal management plays an important role.Modern enterprises pay close attention to the performance appraisal,so do the institutions.However,compared with the marketization-transformation of state-owned enterprises,the reform of public institutions proves somewhat slow,and the one of performance appraisal is much more tepid.This article takes the performance appraisal system of the TX Air Defense Management Service Center as a case,and it conducts research and optimized design on the present situation of grassroots institutions' performance appraisal.Firstly,at the theoretical level,based on the incentive theory and the theory of performance appraisal management,the PDCA Cycle model theory is introduced;and on the basis of the combination of theory and practice,the dynamic circulation system of the performance appraisal Management system of TX Air Defense Management Service Center is constructed.Secondly,the present situation and existing problems of the performance appraisal system of TX Air Defense Management Service Center are studied by means of questionnaire,such as the performance appraisal's fuzzy orientation of the enterprises' development,the performance appraisal Method's design of index not fully reflecting the work performance,etc.From the performance appraisal's target orientation,the rationality of the design of performance appraisal system and so on,this article carries on the qualitative analysis.By adopting the method of BSC with KPI,this paper analyses the target orientation of the service center of TX Civil Air defense Management.From four different aspects,including the organizational performance,leadership performance indicators,grass-roots clerks and social employment,it carries out the decomposition of the goal of work layer by layer,introducing the PDCA cycle model into the specific design of the TX Air Defense Management Service Center's Performance appraisal Management system,and analyzing the KPI weight and evaluation indicators.Finally,in the implementation of the performance appraisal optimization system of the TX Air Defense Management Service Center,the results are optimized,and safeguard measures are put forward.
