As the government continues to push forward the innovation of social governance innovation,non-profit organizations,as important subjects of social innovation in China in recent years,have developed rapidly in both quantity and scale.Volunteers,as an important human resource in non-profit organizations,are the main bearers of volunteer service projects,which largely determine the quality of volunteer services and affect the reputation and development of the organization.With the development and growth of non-profit organizations,the social value of volunteers in China is becoming more and more obvious.However,many non-profit organizations don’t pay much attention to volunteer management,and managers lack the relevant knowledge and experience of volunteer management,which leads to high volunteer turnover and unsatisfactory volunteer service.So for non-profit organizations,how to attract more and better volunteer talents and how to adopt scientific and effective volunteer management concepts and tools are the urgent tasks they face.Based on the research of theoretical and literature results,this article takes the Y Public Welfare Development Center as an example to discuss the effective model of volunteer management through participatory observations,volunteer questionnaire survey and interviews with relevant leaders.Firstly,this paper introduces the basic situation of case organization volunteer management and the problems of volunteer management,including inadequate preparatory work for volunteer service,volunteer recruitment is quality over quantity,pre-job training focuses on the form but not the effect,single volunteer incentive form,simplified assessment methods of volunteer service,adjustments and improvements after the end of volunteer service are not in place,volunteer information file is missing.By analyzing the reasons behind the problems,it is found that imbalance of the whole process chain of volunteer management,lack of professional talents for volunteer management,no effective communication mechanism established between volunteers and managers,volunteer rights and interests protection laws and policies are incomplete.Therefore,this paper puts forward the suggestions from the perspective of the PDCA cycle: In the planning stage(Plan),establish organizational management goals,define requirements and roles,formulate volunteer recruitment and selection plans,training plans,establish volunteer evaluation indicators,develop recognition and incentive measures,and establish a volunteer withdrawal system;In the implementation stage(Do),supervise and control throughout the process,and correction and adjustment timely;In the evaluation stage(Check),evaluate and inspect management content,and correct deviations from plans and results;In the disposal stage(Act),feedback and improvement of results.At the same time,this article discusses the guarantee mechanism for establishing a PDCA cycle volunteer management system,including volunteer service policy and regulation construction,volunteer professional management talent construction,organization of internal volunteer management regulations,multi-channel communication mechanism between volunteers and managers.It is hoped that this thesis will be beneficial to the improvement of the volunteer management level of China’s non-profit organizations.
