Incorruptible culture construction in universities is an important part of incorruptible culture construction of socialism in the new period,important content of the core value system construction of universities,more decision-making powers have been delegated to universities,the decision-making power in respect of personnel,finance and affairs also has been expanded,which is of great significance to breaking the relatively rigescent management system of universities in the past.The proposal of this subject implies further development of and exploration into the construction of a clean administration and the anti-corruption struggle in universities,and aims to construct an incorruptible cultural atmosphere,form a common view of “proud of incorruption,and shame at corruption” in universities,create a clean educational environment,and foster qualified constructors and successors with incorruption sense for the country.Making research on incorruptible culture construction in universities will help us to have a deep understanding about the scientific connotation of incorruptible culture of universities and about the importance and urgency of incorruptible culture construction in universities,to take a proper attitude towards the problems in incorruptible culture construction in universities,and to further make certain of the direction and approach of enhancing incorruptible culture construction in universities.Under the current context,raking up and deepening incorruptible culture construction in universities is of great strategic importance.On one hand,incorruptible culture of universities is the extension and development of incorruptible culture of socialism over the country in universities.For a long time,both the public and government have been ignoring the construction of incorruptible culture of universities,and the powers over personnel,finance and affairs of universities increasingly grow,which together have caused corruption and degradation in universities in recent years.This situation urgently needs to be reformed under the unified anti-corruption arrangement of the central government.On the other hand,incorruptible culture of universities is an organic component of modern university culture.Modern universities are supposed to build positive,clean and devoted advanced culture.Presently,some universities,under the influence of bad social trends at and outside school,suffer the hit of corruption and degradation,and lose their due value of soul.Furthermore,the expanding of powers of universities contributed to corruption and degradation.Some leading cadres got involved in corruption,faculty and staff cheated in scientific research,and students developed turbid values,etc.,and these phenomena are on the rise.Therefore,it is supposed to take the chance of incorruptible culture activities to clean the bad trends in universities,and rebuild the core value ideas of universities.The research of this subject aims to make us have a better understanding about incorruptible culture construction in universities,and spontaneously play a part in incorruptible culture construction,so as to push forward incorruptible culture construction in universities to develop lengthways,and build harmonious universities with an upright atmosphere.This article includes four parts:The first part sets forth some concepts relating to incorruptible culture of universities and the scientific connotation thereof.This part mainly states the concept,characteristics and importance of incorruptible culture of universities,which is the penetration point and theoretical basis of this article,and also the fundamental for accurately understating and correctly grasping incorruptible culture of universities.Incorruptible culture is believed to be a traditional virtue of Chinese nation.Incorruptible culture refers to the sum total of incorruptible theories and behavioral patterns and the correlation therebetween,and summarizes incorruption knowledge,idea and system,and mode of life and code of conduct in correspondence therewith.From the aspect of characteristics,incorruptible culture construction in universities is characterized by that leading cadres are the key,teachers are the leading roles,and students are the subjects;besides,incorruptible culture construction in universities is necessary for building harmonious universities,self-development of universities,fostering all-around high-quality talents,and keeping leading cadres and teaching staff clean.The second part sets out the approaches and major problems of incorruptible culture construction in universities,discussing the approaches and existing problems of incorruptible culture construction in universities,and pointing out that though universities have created many methods and approaches of incorruptible culture construction in respect of the spiritual idea,system,atmosphere,and school spirit,universities still don't have proper or any ideological awareness,implement undiversified construction mode,fail to work out specific construction content,own a weak supervisory mechanism,and haven't developed an incorruptible educational environment.The third part analyzes the problems of incorruptible culture construction in universities and causes thereof from the aspects of belief damage,bad social trend,unscientific management system,reduced supervision function,and the lag of incorruptible system construction.The fourth part improves the methods and measures for incorruptible culture construction in universities,systematically putting forward concrete approaches for improving incorruptible culture construction in universities based on the foregoing research,pointing out that four aspects should be emphasized in incorruptible culture construction in universities,namely focusing on publicity and education to consolidate the ideological basis of incorruptible culture construction;enhancing cultural subject construction to expand the space of incorruptible culture construction;innovating the mode of incorruptible culture construction to enhance the effectiveness of incorruptible culture construction;establishing a sound incorruption system to enhance the restriction mechanism of incorruptible culture construction.
