Drug abuse is a complex social problem.It not only causes the drug users themselves to suffer physical and mental damage,but also causes the loss of social wealth and increases the cost of social management.Drug abuse can cause irreversible damage to the system of drug addicts.When the drug addiction occurs,it will make the body and mind suffer,and it is difficult to control itself.As a result,in order to raise funds,drug addicts often carry out illegal and criminal actions such as theft,looting,robbery,etc.;excessive drug use can cause hallucinations,making behaviors that are unforeseeable to the society,to the innocent people and even their own relatives.It will cause irreparable harm,affecting the order of public security seriously.In the face of drug abuse,drug users have been unable to get out of trouble on their own.In recent years,with the deepening of research on drug addiction,the understanding of drug users in the academic circles and society has changed,and it has gradually changed from being illegal to being illegal and also a patient and a victim.Faced with the increasingly serious drug problem and gradually increasing the management pressure of drug users,this article will be based on the current situation of drug users in the C area,combined with domestic and foreign successful models,practical experience,etc.,from the perspective of public management,the status quo of drug abusers in Area C Analyze,research,and propose work recommendations to improve management effectiveness.Area C is located in the western part of China.The management of drug users is similar to that in most parts of the country.It has the characteristics of late start,backward work concept,soft and hardware facilities to be improved,single management power,weak strength,etc.The management problems faced are analyzed and researched,and practical work suggestions are put forward to provide reference for most similar areas in the country.Through the analysis and research on the problems and their causes in the management of drug users in Area C,we provide a factual basis for further understanding of the current situation of drug users in all parts of the country and the management innovation of drug users.This thesis uses literature analysis,statistical analysis,field survey and other methods to collect the relevant data of recent years and collect a large amount of literature data on the basis of field research on the management status of drug users in the C area.using social support network theory,government performance evaluation theory,new public management theory and other knowledge to comprehensively summarize and analyze the current situation,problems and causes of drug users in Area C,and put forward work suggestions.This thesis starts with the grim situation faced by drug users in Area C,and introduces the research background,significance,research status at home and abroad,the theoretical basis of this paper,and the research content and methods.The status quo of drug abusers in Area C is described in detail from four aspects: the concept of drug users,the definition of scope,the historical evolution of drug abusers management in China,the analysis of drug users in Area C,and the management system in Area C.Subsequently,the management of the drug users in the C area is weak,the strength of the drug addicts is weak,and the construction of the anti-drug professional team is lagging.The causes of these problems are: lack of ideological understanding,poor management of drug users,and low participation of government departments and social forces.Finally,this article learns from the advanced domestic and foreign experience;strengthens the functional role of the drug control department;strengthens the cultivation and support of the anti-drug social force;and carries out foreign exchange and study advanced experience to put forward suggestions for improving the management of drug users in Area C.Based on the previous studies,this thesis focuses on the actual situation of Area C,with management ideas,management power and management innovation as the focus,and has separated from the original work ideas for drug users,which are mainly managed and controlled.The perspective of assistance has comprehensively and systematically put forward a number of work proposals,which really help to pave the way for drug and return to society.
