The Interest Articulation In Network Public Opinion And Classification Governance

The interest articulation is an act of a society expressing its appeals to the state,which has a profound impact on the country’s policies and legislation.With the advent of the information age,the interest articulation has obtained new features and power in network public opinion.Whether the interest articulation can enter the political process substantially,as the basis for the formation of policies and laws,is a standard for measuring the political system of a country.The unhindered interest appeals and the effective governance of interest articulation mechanisms are unavoidable issues in the period of social transformation.The academic research on the interest articulation has been very detailed and comprehensive,in order to promote the study of interest expression in network public opinion,this paper study the network public opinion’s interest articulation by interdisciplinary research methods of law and sociology,and discusses the governance path of interest articulation in network public opinion.The article is divided into three main parts:The first part defines related concepts.The interest articulation in network public opinion is a special form of interest articulation,which is the process by which citizens express their interest requirements in network public opinion.It greatly increases the ways of interest articulation and gives the vulnerable groups more space for expression their interests.The Interest Articulation in network public opinion has certain structural characteristics,such as its subjects,objects,processes and strategies,which have commonalities and differences with traditional interest articulation.The second part analyzes the expression of interest in network public opinion in three dimensions,which are the content of interest appeals,the purpose of interest articulation and the institutionalization of interest articulation.Through the crossanalysis of the three dimensions,it is found that the interest articulation in the network public opinion still faces many problems.The first problem of them is the subjects of interest articulation have insufficiency expressive ability and the discourse power is unequal,that make the interest articulation in network public opinion lack equality and cannot effectively enter the political process.The second is that the rights relief after interest articulation in the network public opinion and the demands of supervising the state power cannot be realized.The third is that the interest articulation mechanism in the network public opinion is imperfect,there is no effective interest articulation response mechanism,and the system supply is insufficient.The third part aims at the problems of interest articulation in network public opinion and studies the countermeasures.The governance methods should be guided by principles,including the principles of social governance,rule of law governance,and democratic deliberation.To governance the interest articulation in the network public opinion,the first should pay attention to the construction of the expression ability of the articulation subjects in the network public opinion,and maintain the equality of the expression discourse right;the second should focus on improving the network public opinion interest articulation mechanism and establish an effective interest articulation response mechanism;Third,we should carry out necessary legal regulations on the normlessness of interest articulation in the network public opinion.
