In recent years,frequent floods have caused huge losses to agricultural production and life.In order to improve the ability of agricultural disaster prevention and mitigation,the government invests a large amount of money every year to build and maintain public goods for agricultural damage mitigation.However,due to the special national conditions of China’s developing countries,the vast rural land,the large agricultural population and the social system of natural acquaintances,it is difficult for the government to have sufficient financial capacity to provide all public goods for agricultural damage mitigation in the foreseeable future.Some regions will still face different levels of supply shortages.Under the realistic background that the government-administered a public goods for agricultural damage mitigation supply model cannot be adapted to the current level of social and economic development,the participation of farmers is an important way to improve the supply level of public goods for agricultural damage mitigation at this stage.To this end,this paper introduces farmers as research objects,introduces the theory of fairness,and discusses the logical relationship and role between perceived equity,organizational support and farmers’ willingness to participate in a public goods for agricultural damage mitigation supply from the perspective of perceived fairness.mechanism.Firstly,the relevant theoretical literatures are sorted out,and the relevant literatures on perceived fairness,organizational support and supply willingness are reviewed,and corresponding theoretical models and assumptions are proposed.Secondly,by referring to the mature measurement scales obtained from domestic and foreign research,the relevant measurement items of this research are designed through pre-investigation.Finally,the SPSS 22.0 and Process plug-ins are used to statistically analyze the collected data,and the hypothesis of this paper is tested.The results show that:(1)perceived fairness and farmers’ willingness to participate in disaster reduction public goods supply have a significant positive impact,but the impact of distribution fairness on farmers’ willingness to participate in supply is not significant;(2)the sense of fairness gained by farmers will also have a significant impact.The accumulation of organizational support,in which the impact of procedural fairness is the most significant;(4)the sense of organizational support plays a partial intermediary role between perceived fairness and willingness to supply.Among them,interaction plays a part in mediating the willingness to supply,while distributional fairness and procedural fairness completely influence the willingness to supply through the intermediary role of organizational support.According to the above conclusion,put forward the following suggestions: Village organizations should actively establish and improve the distribution security system for disaster reduction public goods and a stable distribution system.Village cadres should strengthen their communication awareness with farmers and provide necessary emotional support and tool support for farmers to stimulate Farmers participate in the enthusiasm of public goods supply for disaster reduction,and thus increase the supply level of public goods for agricultural damage mitigation.
