Study On The Influence Of Relationship Network On The Willingness Of The Cooperative Supply Of Agricultural Disaster Reduction Public Goods

Agricultural disaster reduction public goods are an effective way for rural communities to resist natural disasters and reduce farmers’ losses.Their supply efficiency is directly related to agricultural production and farmers’ income.However,due to the "top to bottom" mode of rural public goods supply in China,there are still problems in the actual supply process of rural public goods,such as lack of post-maintenance of disaster reduction facilities,low utilization efficiency and insufficient total supply.As a direct stakeholder of public goods for agricultural disaster reduction,farmers can solve the existing problems through collective action of villages.However,in the process of practice,there are many practical problems for farmers to participate in the cooperative supply of agricultural calamity prevention public finance.On the one hand,farmers lack an effective expression mechanism,which leads to the deviation between demand and supply;on the other hand,farmers’ agricultural income is low and their enthusiasm to participate in supply is not high.Promoting cooperation among farmers is the key to solve the problems of high capital cost,low efficiency and lack of maintenance in the provide of public goods which used to resist agricultural disasters.It is also the realistic problem that must be faced in the innovation of voluntary supply mechanism.Based on the theory of public goods supply,collective action and equity,and on the basis of combing the domestic and foreign research literature,this paper constructs a theoretical research model of relationship network,perceived fairness and farmers’ willingness to cooperate in supply,using 855 data and data from field surveys of farmers in Hubei,Hunan and Henan provinces,using factor analysis.The third dimension of perceived fairness: procedural fairness,distributive fairness and interactive fairness.Through statistical analysis,this paper explores the internal influence mechanism of cooperative supply of public goods which can resist the calamity,Using the Bootstrap method to test the mediating effect,with a view to providing theoretical and practical support for the improvement of the supply system of agricultural calamity reduction public goods in China.This study shows:(1)The relationship network has a significant positive impact on the farmers’ willingness to cooperate.The relationship network reduces the uncertainty through the information exchange between farmers.On the other hand,it also restricts the behavior of farmers through the reputation mechanism in the relationship network,thereby enhancing the farmers’ willingness to cooperate.(2)The three-dimensionality of perceived fairness: procedural fairness,interactive fairness,and fair distribution have significant mediating effects between the relationship network and the willingness to cooperate.According to the research results of this paper,the following suggestions are proposed for reference:(1)To build a united and mutually supportive relationship among farmers.(2)To establish a "fair,just,reasonable and open" rural management system.(3)Establish an effective and convenient information communication mechanism to expand the scope of "one matter,one discussion".Enhance farmers’ awareness of cooperative supply.
