Research On District-level Governmentcloud Construction And Government Core Network Reconstruction Project Management

With the advent of the era of big data,the development of smart cities has become the consensus of more and more governments."Smart government" is the entrance for all levels of government to develop smart cities.With the deepening of the development and utilization of government information resources,the application systems and hardware devices of the e-government platform are increasing,which makes the construction and operation costs of the entire e-government platform continue to rise.At the same time,the data between the application systems built by various government departments cannot be shared,forming an island of data,which seriously restricts the development of a unified platform for e-government.The construction of the government cloud has become the best way to solve this outstanding problem.A certain district of Beijing is a remote suburb,located in an ecological conservation area with a population of nearly 400,000.Build:ing government affairs cloud can solve the problem of improving the efficiency of e-government construction and reducing capital pressure.The government has the motivation to build a government cloud platform and upgrade the original e-government network.But it also faces difficulties in terms of talent,construction methods,capital and scale.In the cloud platform and e-government network construction proj ects,operators have inherent advantages.In addition to computer rooms,government and enterprise channels and state-owned enterprises across the country,network,bandwidth,and cloud equipment rooms are the basic guarantee for e-government and cloud services.The main content of this paper research is based on the perspective of telecom operators.Under the background of the country's vigorous promotion of the "Internet +government service" work and the "government purchase service"financial model,the company explores how to tie the operators and their own endowments and innovate their business.The model and the ability to enhance project management,complete the reconstruction of the county-level government cloud and the government core network.The content structure of this paper is based on the background and theoretical overview of government affairs cloud and project management.It summarizes some theoretical research and practical experience of current smart city and cloud computing construction,and introduces an operator's political cloud construction and government core in a certain district of Beijing.The construction plan of the network expansion and upgrading proj ect,the final focus is on the project management practices in the project,including the project organization structure,project integration management,work breakdown(WBS),time management,quality management,risk management,In particular,the risk management practices of the project were highlighted,so that relevant research on the topic was completed.
