Research On The Elements Of On-site Evaluation Of Judicial Appraisal Agency Qualification

In order to better adapt to and meet the new requirements of the new era and promote the improvement of the service capability and level of China's inspection and testing industry,from 2015,the National Certification and Accreditation Administration has adopted a series of measures to more clearly define and standardize the management of the qualifications of inspection and testing institutions.It promoted the reform of the qualification certification system of judicial appraisal institutions and innovated the licensing methods of inspection and testing institutions.Today's inspection and testing institution qualification recognition assessment activities refer to the review and assessment conducted by the relevant qualification certification department according to law,by itself or by entrusting professional and technical evaluation agencies,to organize the assessment personnel to meet the assessment requirements of the basic conditions and technical capabilities of the inspection and testing institutions.The qualification assessment of inspection and testing institutions is mainly divided into on-site assessment and written review.The on-site assessment is particularly important.It is the most intuitive part of the organization's conditions and capabilities,and it is also the key to whether the organization can pass the assessment.At present,China's judicial appraisal institutions are facing or will soon face the test of qualification appraisal.For most judicial appraisal organizations,it is an unfamiliar and particularly challenging activity to identify qualifications.Appraisal institutions should take a proactive attitude.Facing the qualifications of this new thing.In the judicial appraisal industry,the judicial appraisal institution,as a special form of inspection and testing institutions,must pass the qualification accreditation activities and obtain an administrative license,in order to legally and compliantly issue inspection and appraisal reports to the society.The starting point of this paper is the perspective of the on-site assessment of the accreditation body's selfassessment qualification,and the details of the on-site assessment of qualification accreditation.How to establish a quality management system,and how to operate effectively under the guidance of the management system,and then successfully expedite the on-site assessment of qualifications,and finally achieve the construction purpose of promoting construction and connotation development.Therefore,based on the basis of the review,combined with the actual situation of the forensic industry,the paper divides the on-site assessment into six elements: personnel,environmental facilities,instruments and equipment,technical standards,technical methods,and identification organization materials,which are divided into five chapters.The first chapter is an overview of the qualifications of judicial appraisal institutions,including connotation,historical sources,and implementation status.The second chapter to the fifth chapter are respectively discussing the six elements of on-site assessment of qualification confirmation in combination with the relevant provisions of qualification certification and the management operation system of judicial appraisal institutions,and points out that the judicial appraisal organization should pay attention to the problems during on-site assessment,thus The improvement of the appraisal organization provides a good theoretical significance,and it also has important practical significance for the judiciary to complete the review activities efficiently and to ensure the suitability,adequacy and effectiveness of the review.
