An Empirical Study Of Community Corrections In The Presence Of The Conspiratorial Offices’ Opening

Community correction began to prevail in Western European and American countries.With the assistance of relevant social organizations,non-governmental organizations and social volunteers,the state specialized agencies carried out community education reform for criminals with low crime rate,less subjective malignancy and less social harm.The implementation of community correction is a major trend of our country’s compliance with the development of the international penal system and a major innovation of social management.It is of great significance to maintain social harmony and stability,promote the legal system construction,and make the deputized curatorial which gradually disappeared in the 1980s play its due role again.Practice in all parts of the country is also like a prairie fire.It has opened one after another.Its propaganda is vigorous and fast,and it has also achieved good practical results.However,due to various problems in previous practice,there are still some problems in many places when we re-mention the stationing of conspiratorial offices,and the status of community correction on these issues is particularly important.With the deepening of the process of building a socialist harmonious society in an all-round way in China,the socialization of light punishment and penalty execution has become a new trend in the implementation of criminal justice policy of tempering justice with mercy.Solving social contradictions in depth,enforcing the law with integrity and innovating social management are three important strategic tasks of the central government to better maintain social harmony and stability in the major strategic opportunities.As an innovative community of social management,the corrective work for special groups of people has become a new proposition faced by the national conspiratorial organs.The mode of work of dispatching electorates to cooperate with community corrections is mainly reflected in the supervision of community corrections.Furthermore,it plays an important role in effectively carrying out community corrections,successfully completing the transformation and reintegration of criminals in the work of dispatching electorates to perform supervisory functions according to law and cooperating with public security organs,judicial organs and other relevant functional departments.Therefore,how to recognize and allocate the functions of the resident conspiratorial office in community correction and how to cooperate with the development of community correction have become an important issue that needs urgent research and solution in the exploration of the reform of the conspiratorial office.Therefore,through the empirical study of Gansu Province’s resident conspiratorial office to cooperate with community correction,we find the existing problems,so as to improve the work of resident conspiratorial office to cooperate with community correction put forward suggestions.This paper is divided into three parts.The first part mainly elaborates the nature and function of the curatorial,the function of community correction and the position and function of the people’s Curatorial in community correction.Through the analysis of these theories,it provides the theoretical basis for the follow-up empirical analysis,so as to better analyze and sort out.The second part of the empirical research is the focus of this article,but also the largest part of this article.This part is under the theoretical guidance of the first part,through empirical research methods,the number,mode and content of Gansu provincial conspiratorial offices stationed to cooperate with community correction are sorted out and analyzed,and the advantages of Gansu provincial conspiratorial offices stationed to cooperate with community correction are found.The problems and reasons in the process provide support for the third part to put forward suggestions for improvement.The third part is based on the first part and the second part,and puts forward some suggestions to improve the grass-roots rule of law in Gansu.
