Research On The Problems And Optimization Of The Housing Security Policy In Changzhou

Since the implementation of the housing market reform in China in 1998,most of the residents have solved the housing problem through the market,but there are still a considerable number of low-income housing problems that have not been effectively solved.In particular,with the accelerated process of urbanization and the rising price of housing in recent years,the problem of housing difficult to solve this part of the middle and low income population has become the main problem of the government’s livelihood.As an important social security system,the housing security system has played an important role in maintaining social harmony and stability and improving the people’s living standard.On the basis of studying excellent results at home and abroad,through literature research and on-the-spot interview,this paper takes Changzhou as the research area,focusing on the analysis and Research on the access,exit and management of the housing security policy in Changzhou.Through collecting and studying all kinds of documents of Changzhou housing security department,interviewing and summarizing all kinds of people,and investigating and analyzing the statistical data in the work practice,the author understands some achievements in the implementation of housing security policy in Changzhou,and also finds some questions in the implementation of the policy.Problem:the legal construction of the housing security policy is lagging behind,the information of ensuring the qualification of the object is not sound,the daily operation and management of the guarantee housing is difficult,the lack of follow-up measures make the guarantee room difficult to exit,and the source of the housing security fund is not guaranteed.In view of the above problems,by drawing on the successful experience of the implementation of foreign housing security policy and combining the actual and expected development of Changzhou City,the author puts forward the corresponding corrective measures and measures,in order to provide some basic reference for the effective implementation of housing security policy in Changzhou:first,to strengthen the construction of the rule of law in the implementation of housing security policy;two is to improve the information audit of housing security access;the three is to strengthen the daily operation and management of the guarantee housing;four to improve the exit mechanism of the housing guarantee;five to improve the financing capacity of housing security and to raise funds in a multi channel.
