Research On The Functions Of County Governments In The Development Of Green Economy

The Nineteenth National Congress for the first time wrote in its report the idea that "green mountains and mountains are golden mountains and silver mountains",emphasizing the greening of the national economy through a modern green industrial system.Green economy is not only an important support for the construction of ecological civilization,but also an economic model reform involving production mode,lifestyle,thinking mode and values.Green economy has been explored in different degrees in the county development of our country.It is becoming an important choice for county to accelerate the transformation of the mode of economic development and explore a new way out.It is also the basic orientation for county to highlight local characteristics,avoid homogeneous competition and achieve sustainable development.It has gradually become a new growth point for the economic development of some poverty-stricken mountain counties in Henan Province,giving full play to the advantages of backwardness and achieving catch-up development.At the same time,the development of green economy also puts forward new requirements for the function of county government.With the development of economy and society,the functions of the government are constantly changing,adapting to the new requirements and better serving the green economy.This paper takes the theory of government functions as the main theoretical research tool to analyze what changes have taken place in the orientation of government functions under the new economic model,and what deficiencies still need to be improved.Based on the concept of green economic development and some domestic and foreign research documents of government function theory,this paper understands the content and main characteristics of county government functions,compares the transformation of county government functions before and after the development of green economy,and draws the analysis results,expecting that the research results can provide reference for the development of surrounding counties.Because the direction of county economic development in the mountainous areas of Western Henan is comparatively similar,and the basic economic situation is also similar,one of the counties is selected as an example for specific analysis and research..Through the analysis of the track of the development of green economy in L county,it is not difficult to find that under the new normal economy,the functions of county government have begun to adjust,but there are still some problems,such as insufficient system supply and policy guarantee,inadequate supervision of green consumption market,and "too small" enforcement of environmental protection law.The development of green economy requires the county government to strengthen the quality of public service,strengthen the system guarantee and policy support,strengthen the efficiency of law enforcement of environmental protection,facilitate the development of enterprises,and provide a safer,more comfortable and better environment for people's lives.
