In recent years,with the rapid development of our economy and industrialization process accelerated urbanization,urban ecological environment problem is increasingly prominent in our country,and,in turn,these problems restrict the development of the city.Therefore,the task of promoting the construction of ecological civilization city is more urgent than at any time before the government at all levels.Party congress proposed the strategic task of building ecological civilization,the eighteenth big and the push put forward the general requirements for the construction of ecological civilization,and the local government as a public power centralized organization,must bear the important function of city construction and management of ecological civilization,a mainstay in the construction of ecological civilization city plays a role.Surrounding the construction of ecological civilization city ecological functions of local government,this article focuses on the three parts of contents: one is ecological civilization city construction in China is discussed,and the historical background,goal and content,as well as to the functions of local government put forward new requirements,which prompted the local government functions must be shifted from constraints to dominant,from control to service,engaged in the governance into comprehensive governance,from "rule of man" into "the rule of law",from alone to multiple cooperation;2 it is to our country the main problems and causes of local government functions of the specific analysis,points out the current our country there is no prominent ecological functions of local government,since the department relationship bad,unreasonable supply of public service,public participation is not high,the problem such as lax supervision,its reason lies in the functional change of local government one-sided development idea,the lag,the imperfection of the environmental protection law,ecological civilization involved in the mechanism is not perfect,the social public and the enterprise ecological civilization consciousness cultivation is not enough,etc.;3 it is on this basis,from the local government must set up the new concept of ecological civilization,adhere to based on the ecological planning and industry layout,we will deepen reform of the administrative system,perfecting the ecological legal system,to perfect the ecological civilization evaluation system and to strengthen the national education system and so on six aspects of Suggestions and countermeasures.
