The Research On The Problems And Countermeasures Of The Construction Of Ecological Civilization Of Local Government

In recent years, when China’s economy is developing rapidly, the ecological environment is also deteriorating, and it has influenced further development of our economic society. The problem of ecological civilization construction is extremely urgent. The18th National Party Congress proposed the general requirement that we should boost ecological civilization construction. Local governments, as social organizations which own public power, represent public interest, shoulder public responsibilities and manage public affairs, play irreplaceable role in ecological civilization construction. However, during this process, phenomena such as environment pollution, resource shortage, damage of ecological system and so on happen frequently, and local governments did not exert due influence on ecological civilization construction. This thesis applies several methods such as Qualitative Analysis Method, Surveys, Comparative Analysis and so on, conducting discussions and researches on the ecological civilization construction of local governments. This thesis first explains the achievements that local governments have achieved in the attention to environment protection, environment governance and ecological restoration, rapid development in tertiary industry, urban landscaping and infrastructure construction and so on ever since the Reform and Opening-up. However, during ecological civilization construction, there are still problems such as the absence of local governments" leading role, slack environmental protection supervision, slack restriction mechanism, vague urban ecological construction planning awareness, the dependence of economic growth on high energy-consuming enterprises, failure of launching all people’s participation. Also, it analyzes problems during ecological civilization construction such as local governments’vague environmental protection, laws and regulations of ecological civilization construction, scientification of urban planning layout, change of the economic development mode, insufficient publicity and education of ecological civilization and so on. On this basis, it refers to experiences of foreign governments in boosting ecological civilization construction, summarizes advanced experiences that local governments should borrow from foreign governments such as giving full play to the governments’ ecology function, pinpointing the guiding ideology of sustainable development, formulating feasible city planning, participation in ecological civilization construction by all people. Also, it proposes countermeasures and suggestions for local governments to propel ecological civilization construction from political, institutional, economic, social and cultural aspects.The general methods and policies that each government adopts in ecological civilization construction are basically similar. However, the practical situation in each place is different. Therefore, each place should consider its own situation and should not copy others’ by rote. The innovative point of the thesis is that it starts from the perspective of local governments and proposes countermeasures of ecological civilization construction, which will be of some reference function for local governments to implement ecological civilization construction successfully; theoretically, it enriches government function theory; it also pinpoints the leading role of local governments in ecological civilization construction, which provides reference frame for local governments to boost ecological civilization construction.
