Study On The Predicament And Countermeasures Of Petition Governance In X City

As a socialist country,China adheres to the basic principle of people-oriented and democratic centralism.One of the political systems with Chinese characteristics is the petition system.Letters and visits involve all aspects of society.They are various and intertwined.Repeated visits,overstepping visits and group visits are intertwined.Pestering visits,petitions and visits often occur.They are very difficult to handle.They seriously affect the harmony and stability of society and hinder the development of economy.They have become the prominent issues that the Party and the government at all levels must face up and solve.In the report of the Nineteenth National Congress of the CPC,it was emphasized that the petition system should be constantly improved in social management.Therefore,in the new era of building socialism with Chinese characteristics,we must constantly innovate and develop the system and mechanism of letters and visits,achieve close cooperation among various departments,implement various means and measures,and participate by a variety of people,constantly broaden the channels of public expression of ideas,which is conducive to social harmony and stability,and promote economic development.This paper takes X city as the object of study.Firstly,it makes a thorough analysis of the effectiveness and characteristics of the management of petitions in X city.At present,the main achievements of X city’s petition governance are as follows: first,the petition governance mechanism has basically taken shape;second,X city’s petition governance has achieved "three declines".The characteristics of petition governance in X City are as follows: the object of petition governance is close to the grass-roots level,the scope of petition governance involves the network,the content of petition governance is relatively centralized,the appeal level of petition governance is raised,and petition governance emergencies occur suddenly.However,at the same time,the following dilemmas still exist in the management of letters and visits in X City: first,the number of letters and visits is large;second,the reasons for letters and visits are complex;third,the handling of letters and visits is difficult;fourth,letters and visits are processed slowly.According to the in-depth analysis of the plight of the management of letters and visits in X City,the reasons for the plight of the management of letters and visits in X City are as follows: first,objective reasons: lack of the management system of letters and visits,deviation of functions,complex procedures;second,subjective reasons: lagging behind in the construction of the management personnel of letters and visits,and low work efficiency.Third,there are other reasons: X City petition management work shunt mechanism is inadequate.Combining with the governance theory,this study holds that the following approaches should be taken to solve the problems: first,to continuously strengthen the construction of institutional mechanisms,clarify the functions of institutions and improve the procedures of petition governance;second,to take various measures to improve the efficiency of petition governance;third,to continuously optimize the relief system to divert petition contradictions.
