The Management Status And Innovation Research Of Rural Floating Population Management

Since reform and opening-up,a large number of rural flowing population come to cities.The flowing of large-scale population has become an important characteristic of the development of the socialist market economy in our country,and the floating population has become an important group of social economy in China.Floating population are committed to local economic and social development,and make outstanding contributions to promote the prosperity of economic and social development.However,there are a lot of problems of floating population: they can’t get the acceptance of the city in inflow areas,and it is difficult for them to enjoy the equal treatment of urban residents,so they have been marginalized by the city.At the same time,they bread off the system of economic and social development of outflow areas,so their survival and development conditions are worrying.This is not only related to the vital interests of the floating population,but also influence the stability and development of the economic society and the construction of a well-off society and harmonious society.The management of the floating population has become the emphasis and difficulty in social management,and has drawn great attention of the party and the country.The report of the 18 th National Congress of the Communist Party of China(CPC)has clearly pointed out: “perfecting and innovating the management and services of the floating population and special crowds”,“improving of floating party member’s education,management and service”.Xintian county of Yongzhou is a typical labor export county.The county has a total population of 420,000,and migrant workers are more than 120,000 each year,accounting for 28.6% of the county’s population,and more than 70% of the migrant workers are concentrated in the coastal areas of guangdong.The proportion of migrant worker communist is large,and the floating population in the county is increasing.In view of the difficulties of social management of the floating population,County Party committee and county government of Xintian explores actively and innovates confidently on the basis of the characteristics of the floating population and actual needs.By combining Party building leading and the innovation of social management vividly together,they have maken efforts to achieve “outflow people well organized,inflow population equally treated”,and have formed the country’s first “Xintian model” of management of the floating population.Its successful practice has obtained certain result,and it is worth to study and draw lessons for other cities in China.Taking Xintian county as a typical case,this paper represents the characteristics of the floating population in the new situation,at the same time,expounds the necessities and urgencies of innovation of social management of the floating population,and points out some difficulties of the management of the floating population.And then it discusses the active practices of the management of the floating population in Xintian county,and it affirms the achievements,but at the same time,it points out that there are still insufficients,which will be the centre of the future work of the floating population for Xintian county.On this basis,this paper describes the basic construction of promoting the innovation of social management of the floating population in the new period,and puts forward corresponding suggestions on key areas of development plans,so as to speed up the implementation of effective management of the floating population.
