Research On The Path Of Government Management In The Construction Of Haebin Smart City

With the rapid development of urbanization,the city is facing more and more "urban diseases",for example,traffic jam,environmental degradation,population expansion,resource shortage and public safety and so on.It brings great challenges to managers of the government and the builders of the city.At the same time,the coming of the "smart city" concept based on the information technology of a new generation,the city has a new mode of development,many countries in the world have begun to promote the construction of smart city,our country also put an important path to build smart city as a new urbanization.The nineteen report of the Communist Party of China proposed that the construction of ecological civilization is the Millennium Plan of the sustainable development of Chinese nation,our country should create a perfect blend of man and nature "ecological city,spongy city,smart city",strengthen basic research,provide strong support for the construction of smart city.The emergence of smart city has pointed out the direction for urban development.It is a new form of urban development.It mainly uses information technology to perceive and manage the city,and to provide people with more portable,more efficient and happier life.Since 2013,Harbin has become one of the pilot cities for smart cities in China.It has been committed to the construction of smart cities and has achieved initial success.However,perfection and improvement of some areas are essential.This paper studies lots of relevant documents and materials at home and abroad about the construction of smart city and the construction of smart city of Harbin.Firstly,expounded the research background,the research purpose and the research significance,and describes the related research status of domestic and foreign scholars on the smart city,expounds the research methods and research ideas and the innovation of this article.Secondly,defines the concept and characteristics of smart city and government management,expounds the application to this new public service theory,urban management theory and seamless government theory.Thirdly,it introduce that the construction of infrastructure,the level of economic development,science andtechnology,environmental management,talent development and other aspects of Harbin,it find out the current problem and the causes of government management from the perspective of government management.and analysis the functions and government responsibilities in the construction of smart city.And based on the problem of government management in the construction of smart city,this paper puts forward a route that is suitable for the development of Harbin.
