| Resource-based cities refer to cities that are mainly engaged in mining,processing and processing natural resources such as mineral resources,forestry,and most of the labors are mainly engaged in development,production and operation.After relying on abundant natural resources to achieve rapid development of a certain period,resource based cities often have problems such as exhaustion of natural resources,single industrial structure,serious environmental pollution and prominent social contradictions.If we can’t change the development direction of resource-based cities and achieve transformation and development,the resource-based cities will gradually decline to the "exhaustion of cities and towns".Generally speaking,the government is the commander in charge of the transformation and development of the resource-based cities.The success of the transformation of the resource-based cities depends largely on the full run of the functions of the government.Therefore,it is of utmost significance to study the functions of government in the transformation process of resource-based cities.From the basic concept of resource based city and government functions,using the sustainable development theory,life cycle theory and new public management theory as the theoretical support,taking a typical resource-based city of Yichun as the representative,this article studies the construction process of Yichun city in the transformation of government functions,the economic function,political function,social culture the function and ecological function,and summarizes the transformation and development of Yichun’s achievements,points out the problems still exist.On the basis of this,the principles and specific tasks that the government functions should be put forward in the process of Yichun’s continuing transformation and development. |
