Research On The Governmental Functions In Transformation Of China's Resource-based Cities

Resource-based City's transformation involved in regional economic development,economic restructuring,resources prospecting and exploitation,employment and social security,reform of state-owned enterprises,a number of areas of ecological environment,the special financial compensation,resource tax and fee reform is a complex systems engineering.With the advance of adjustment and reform of the economic development strategy,the resource-based cities increasingly subject to the Government's concern to achieve the sustainable development of resource-based cities has risen to the height of the national strategy.This study is based on the project of"Comprehensive Evaluation of Mining Sustainable Development in Resource-based Regions",and reaserchs on the first batch of transformation of resource-exhausted cities pilot Shizuishan.In China,governments make policies and take practices in resource-exhausted cities,conclusions and recommandations for resource-exhausted cities also can be used in other resource-based cities.Firstly,this paper describes the domestic and foreign resources cities,summarizes and evaluates the research of domestic and foreign scholars on the transformation of resource-based cities;Secondly,describes the related concepts and theoretical about governmental functions of resource-based cities;Thirdly,describes the transformation of current situation of China's resource-based cities,summes up the problems in the resource-based urban transition,analyzes the policy of our government in the transformation of resource-based cities;Then analyzes China's government's role in transformation in the resource-based cities and problems of governmental functions,makes recommendations for governmental functions in transformation and sums up the development trends of governmental functions in China's resource-based cities.At last,studies problems in Shizuishan's governmental functions in transformation,provide theoretical guidance and reference to other resource-based cities.
